- This award for the use of Relentless LLC dba Desert Snow as a contract for Georgia National Guard's special vehicle instruction training course and workshop. The long title of this training is the Specialized Criminal & Terrorist Identification & Apprehension Workshop. The objective of this training is to give attendees the information needed to professionally and legally identify and apprehend individuals involved in numerous types of criminal activity with an emphasis in trafficking of illegal drugs and illicit proceeds. The course will provide exposure to 250 concealment methods for contraband which includes simulated narcotics, currency, weapons, and explosives. Instructors are from local, federal, state, and county agencies from across the nation. Instructors are brought in for a 5:1 student/instructor ratio and a minimum of 1 instructor must be a Georgia law enforcement officer who is an expert in courtroom testimony relating to the questioning, apprehension and prosecution of said criminals. The contract provides funding for W912JM-16-T-0333 Contract Line Item Number (CLIN) 0001 (1)specialized training. The PoP will be for 3 instruction days. The use of Desert snow is essential due to the unique training. Desert Snow is the only course that provides the students with a one-of-a-kind, durable, specialized toolkit roughly the size of a briefcase. The toolkit enables law enforcement officers to search suspected vehicles on the side of the road instead of moving the vehicle and potentially tampering with concealed contraband. The toolkit is used daily during the training workshop in order for each student to learn the proper application and exploitation of each tool.. This sole source requirement meets the conditions of FAR 6.302-1, only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. In accordance with FAR 5.203(a)(1) the solicitation may be shortened. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 611519. This will be a firm fixed price contract. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation, however all responsible sources that believe they can meet all of the requirements may contact the USPFO for Georgia via e-mail at derrick.a.thomas1.mil@mail.mil and be considered by the government. If no responses are received by 1200 hours EST 28 September 2017, a Sole Source contract will be pursued with Desert Snow.
