Description
(i) This is a combined synopsis/solicitation for Behavioral Health Inpatient Recliners, BRAND NAME OR EQUAL, as prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. A firm-fixed price purchase order is anticipated. The VA Pittsburgh Healthcare System requires the acquisition, delivery, and installation of (10) push on arm, sleeper recliners engineered for use in an inpatient behavioral health environment. The requirement outlined in this scope of work will be for the inpatient, acute mental health units in the Consolidation Building 29, located at the University Drive campus in Pittsburgh, PA. This area is currently occupied. The basis of design for the required recliners is the IOA Matteo II #628S-11PR Suspend Back Style. Minimum requirements will be outlined in the specifications under Section (vi). Contractors shall have no access to Department of Veterans Affairs computer systems.    If required, each contractor employee working on-site must complete training course VA Privacy and Information Security Awareness and Rules of Behavior.    When a new contractor employee arrives on-site they must contact Contracting Officer Representative (COR), who will arrange for this training. Work will be completed on the third, fourth, and fifth floors of Building 29. Street side unloading is not available and parking is extremely limited. Access to loading dock and coordination of delivery times must be made prior to arriving on site with the interior design office. (ii) The solicitation number is VA244-17-Q-1582 and is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 (iv) This solicitation is set aside 100% for Service-Disabled Veteran-Owned Small Businesses and the associated NAICS code 337214 has a small business size standard of 1000.
