- CONTRACTED AIR SERVICES (CAS) RANGE SUPPORT SERVICES (RSS) FBO Reference #: 25112-17-0058_CAS_RSS The Naval Air Warfare Center Aircraft Division (NAWCAD) Contracts Department (AIR 2.5.1.12), Patuxent River, MD is posting this sources sought to determine the optimum acquisition strategy for satisfying the Contracted Air Services (CAS) Range Support Services (RSS) requirement according to the draft Performance Work Statement (PWS). The results of the Sources Sought will be used to determine if competition or Small Business opportunities exist. RSS ensures DoD Ranges are clear to support missile testing and fleet training exercises. Testing supported by RSS includes sub-surface, surface, and air testing with a number of multi-service projects for the Research, Development, Test and Evaluation (RDTE) community at Pacific Missile Range Facility (PMRF), Hawaii as well as other DoD Ranges. Additionally, this contract will provide RSS/range clearing support for missile testing performed by the Theatre Missile Defense systems, Naval Base Ventura County ranges, and fleet training exercises. During these tests, missiles may cover a distance of several thousand miles, whereby ships and private surface vessels need to be notified of the operation. Additional missions will include RDTE and Telemetry requirements for supporting DoD tasks. The attached draft PWS specifies requirements to provide RSS and related services. The existing contract is a competitively awarded single award Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) and is due to expire April 2019. The estimated RFP release is February 2018 and the estimated award date is January 2019. The contract is anticipated to be Firm Fixed Price Type. The incumbent contractor is Phoenix Air Group, Inc., on contract N00421-14-D-0023 with a planned expiration date of 4/16/2019. This requirement is a follow-on procurement. A draft PWS is attached for review. The government anticipates an ordering period of five (5) years with performance commencing approximately 17 April 2019. The contract type is anticipated to be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and Cost Reimbursable CLINs. SPECIAL REQUIREMENTS A DD Form 254 Contract Security Classification Specification will apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a "Secret" Facility Clearance and "Secret" Safeguarding capability. ELIGIBILITY This requirement is being procured under the Product Service Code (PSC) code V121. The applicable North American Industry Classification System (NAICS) code 481219 and the size standard is $15.0M. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement ====================================== INDUSTRY DAY To aid in your response to this Sources Sought, an Industry Day is scheduled for 21 September 2017 at the following location: Marine Corps Air Station Cherry Point, NC Miller's Landing Club and Conference Center Rocker's Room http://mccscherrypoint.com/recreation-entertainment/millers-landing Industry Day is a mechanism where potential offerors can gain more insight into NAVAIR's proposed acquisition. The Government will present a briefing, and an open forum will be held to address questions and answers. Interested parties are encouraged to submit questions or areas of concern prior to Industry Day to allow the Government time to address them in its presentations. A limit of 30 minutes will be allowed for one-on-one discussions after the open forum, if requested by the potential offeror. Potential offerors need not participate in the Industry Day as a prerequisite for responding to the final RFP. Please note the following regarding the Industry Day: 1. Start Time: 0900 2. Arrive 15 minutes early for registration 3. Bring identification 4. Cell phones, tape recorders and videos are prohibited. 5. No smoking except in designated areas 6. If an emergency situation occurs which would endanger the health or safety of personnel, the area shall be evacuated. Reentry to affected buildings will be at the direction of uniformed guards, fire department, or safety office personnel only. 7. NAVAIR intends to discuss the following areas: a. General capabilities of aircraft services being sought. b. Industry concerns with PWS. c. Contract Structure recommendations. d. Expected cost per flight hour (may be limited to 30 minute one-on-one discussions if preferred). e. Other areas/information that industry may wish to discuss. 5. CAPABILITIES STATEMENT SUBMISSION DETAILS A DRAFT PWS is attached to this sources sought for respondents to use in the development of their capabilities statement package. If your company has any questions about the statement of work, or areas that may need further definition, please identify those in the response. Interested businesses shall submit responses electronically to the Contract Specialist, Kathryn King, in Microsoft Word or Portable Document Format (PDF) at kathryn.king2@navy.mil no later than 10:00 am Eastern Standard Time on 3 October 2017. No phone calls will be accepted. The Government will reply to each offeror that submits a capability statement. Be advised that periodic access to the website is essential for obtaining updated documentation and the latest information regarding this procurement. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought. Interested Businesses should submit a brief capabilities statement package (no more than ten (10) one-sided, 8.5x11 inch pages, Times New Roman font of not less than 10 pitch) demonstrating eligibility to perform each of the services listed in the attached draft PBWS to the contracting office. A timeline to be mission capable after award must be included in your capabilities package. Documentation should be in bullet format. All responses shall include Company Name, Company Address, Company Business Size, and Points of Contact including name, telephone number, fax number, and email address. All responses must be sufficient to permit agency analysis to establish bona fide capability to meet requirements. This documentation must address at a minimum the following items: 1. Corporate Experience: Prior/current corporate experience performing efforts of similar size and scope, including contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact with current telephone number, a brief description of how the contract referenced relates to the requirements described herein. 2. Company Profile: Office location(s), annual revenue history, include number of employees, statement indicating business size and if company is small, small disadvantaged business (SDB), Woman-Owned Small Business (WOSB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), HUBZone Small Business (HUBZone), or 8 (a) business. Note: Offerors responding to this notice as a small business concern must be certified and qualified as a small business under NAICS 481219, registered in the System for Award Management (SAM) as a small business concern. 3. Capabilities: This information will be used to develop options and to shape any resulting acquisition strategy. Include related assumptions, issues, and risks. a. Aircraft. Identify aircraft you currently have available, or access to, and capable today to meet RSS requirements outlined in the PWS for both range clearing and telemetry flights. b. Discuss US Navy airworthiness certifications (civil or public). Actual documentation is not required or desired at this time. c. Basing and Maintenance. Discuss plans and concerns associated with basing and supporting contract aircraft. 4. Discuss time you will potentially need (in months) after contract award to modify the aircraft to accommodate Government Furnished Property (GFP). 5. Include in your response your ability to meet the Facility and Safeguarding security requirements. 6. Small Businesses Only: Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company's ability to perform at least 50% of the tasking described in this PBWS for the duration of the contract.
