Description

2 NOTICE: This is a Combined Synopsis/Solicitation notification. The National Cemetery Administration (NCA) s Intends to Sole Source to a Service Disabled Veteran Owned Small Business (SDVOSB) concern (Byrd Enterprise Unlimited, Inc.) for a Total Cemetery Maintenance Service Contract (North American Industry Classification System (NAICS) code: 561730 Landscaping Services. This is a negotiated commercial services contract for the Springfield National Cemetery. The Springfield National Cemetery has a need for cemetery maintenance consisting of the following tasks: interments, headstone setting, headstone cleaning, raise & realign, dethatching cemetery, aeration, mowing, trimming, edging, leaf removal, refill sunken graves, snow removal, flower-limb-trash pickup, Memorial Day flag placements, cremations, watering, weed control and storm cleanup at the Springfield National Cemetery, located at 1702 East Seminole Street, Springfield, MO 65804. The agency intends for the work to commence on October 1, 2017 with (4) one year options if exercised through September 30, 2022. The proposed contract action is for services which the Government intends to solicit from only one source in accordance with FAR Parts 6.302-5 (Authorized or Required by Statute and VAAR 819.7007 (b) and (c)). and 12.6 (Streamlined procedures for evaluation and solicitation for commercial items). This is not a request for competitive solicitation responses but interested Offerors and responsible Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Business (SDVOSBs/VOSBs) may identify an interest and capability to respond to the requirement or submit a response to the solicitation. All solicitation responses must be received by Noon (Eastern) September 15, 2017 and will be considered by the Government. A determination by the Government not to compete this proposed contract based on response to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. Inquiries will only be accepted in writing by email at john.carlock@va.gov.
