- 1. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items/services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N40085-17-T-1212. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 2005-95and DFARS Change Notice 20161222. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 811121 and the Small Business Standard is $7.5M. The proposed contract is total small business set-aside. The Naval Facilities Engineering Command, Mid-Atlantic, Contracting Office requests responses from qualified sources capable of providing the following services, which will result in a Firm Fixed Price (FFP) contract: CLIN DESCRIPTION/QUANTITY/UNIT OF ISSUE: 0001 The Contractor shall modify a Government owned service truck (without a bed) and equip it with a service body bed with misc. accessories, rear cab window protection cage, rear lift gate, and front push bumper. The Contractor shall provide all labor and material to install the components identified within this scope of work below. All components specified in this SOW shall be properly designed and matched to fit and connect to the Ford brand truck chassis and electrical system. *SEE ATTACHED STATEMENT OF WORK FOR ADDITIONAL DESCRIPTION. These should be readily identified by the item ID number. - The details of any/all exceptions taken to the specification. Evaluation Criteria: 52.212-2, Evaluation - Commercial Items is applicable to this procurement. The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quotes will be evaluated based on the following criteria: - Technical Acceptability (in accordance with Specifications) - Price (1) TECHNICAL ACCEPTABILITY Quotations submitted by each vendor will be evaluated in accordance with the specifications and determined to be either acceptable or unacceptable. Failure to include pricing for all line items may be cause for rejection of the quote for all line items. Technical Evaluation Ratings Rating Description Acceptable Submission clearly meets the minimum requirements of the solicitation. Unacceptable Submission does not clearly meet the minimum requirements of the solicitation. (2) PRICE The prices quoted shall be in accordance with the solicitation, and will be evaluated on the basis of price reasonableness in accordance with FAR 13.106-3. Price Quotes shall be held firm for sixty (60) days. Vendors shall include pricing for all line items listed. Failure to do this may be cause for rejection of the quote for all line items. Failure to submit the requested information may result in disqualification of the submitted quote. System for Award Management (SAM): Vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. METHOD OF PROPOSAL SUBMISSION: Offers shall be emailed or faxed to 757-341-0079. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. All quotes shall include price(s), a Point of Contact, name, email address, phone/FAX number, cage code, and business size. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
