- J & A N42158-17-R-0004 Attachment 4 Detailed Cost & Price Breakdown Form Attachment 3 DCAA Rate Check Form Attachment 2 Pre-award Survey Attachment 1 DD254 Contract data requirements List Exhibit 1 Request for Proposals N42158-17-R-0004 Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award Cost-Plus Fixed-Fee (CPFF) contract to accomplish the complete requirements of Maintenance Requirement Card (MRC)-003 during the conversion of USS San Francisco SSN-711 to Moored Training Ship (MTS) 711. The contract will be awarded using the policies and procedures of FAR Part 15, Contracting by Negotiation. The requirement will be solicited using other than full and open competition for which the Government intends to solicit and negotiate with only Oceaneering International, Inc. (OII), Huntington Ingalls Industries-Newport News Shipbuilding (HII-NNS), and General Dynamics Electric Boat (GDEB) under the authority of 10 U.S.C. 2304 (c) (1) as the only responsible sources as no other supplies or services will satisfy agency requirements. HII-NNS, OII, and GDEB are the only companies capable of providing the support in accordance with the qualifications section of MTS MRC 003 Rev E, Conduct Hull Structural Survey; contractors who are listed in NAVSEA NOTE 5000 or have other specific authorization from NAVSEA are considered qualified. The NAICS code applicable to this procurement is 336611, Shipbuilding and Repair with a size standard of 1250 employees. The Product Service Code is J998. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. Due to size constraints CD-ROM Discs containing the references specified in Section C paragraph 2 are available for pick up by prospective and qualified proposers at Building 65 1st floor C432; Norfolk Naval Shipyard; Portsmouth VA 23709 from Keith Douglas or Jimettra Lundy. Solicitation N42158-17-R-0004 and subsequent amendments will be posted to this website (FEDBIZOPPs.gov). Prospective Offeror's are responsible for downloading their own copy of the solicitation and for frequently monitoring the FEDBIZOPPs website for solicitation amendments. The Government is not responsible for inability of the Offeror's to access solicitation documents posted. Prospective Offeror's should also register at FEDBIZOPPSs on the interested vendor list under N42158-17-R-0004. No telephone or FAX requests will be accepted, and no hardcopy solicitation/amendment will be mailed or faxed. Offeror's must also be registered in the System for Award Management in order to participate in this procurement at http://www.sam.gov. All responsible sources may submit a proposal which shall be considered by the Government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.
