Description
The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Alcon Laboratories Inc. 6201 S. Freeway TC-25, Fort Worth TX 76134. Alcon will provide a LensX Laser machine, accessories, installation and training to the New York Harbor Healthcare System, Manhattan Campus 423 East 23Rd street New York, NY 10010. This action will result in a Firm-Fixed Price contract. This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement NLT Friday September 15, 2017 at 8:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required supplies and services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement VA242-17-Q- 1154-Alcon LensX Notice of Intent. If after September 15, 2017, no ACCEPTABLE responses have been received in response to this announcement, Department of VA shall negotiate solely with Alcon Laboratories. NAICS 339112 Surgical and Medical Instrument Manufacturing NAICS 339112 is NOT on the SBA Class Waiver List nor will SBA issue a Non Manufacturer Waiver for this Brand Name requirement. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. Alcon LenSx Femtosecond Laser Scope of Work The Femtosecond Laser has become the standard of care for the performance of cataract extraction with intraocular lens implantation. The laser allows for more precise corneal incisions as well as more precise capsulorrhexis formation both of which result in better refractive outcomes for our veterans. Obtaining this laser allows us to maintain our ability to deliver par standard of care, and will give our patients access to the new state of the art cataract surgery. In addition, as part of the S.U.N.Y. Downstate Department of Ophthalmology residency training program, acquisition of the femtosecond laser will allow our trainees to become proficient in Femtosecond Laser Assisted Cataract Surgery (FLACS) 2)Objectives: The LenSx ® Laser is indicated for use in patients undergoing cataract surgery for removal of the crystalline lens. Intended uses in cataract surgery include anterior capsulotomy, phacofragmentation, and the creation of single plane and multi-plane arc cuts/incisions in the cornea, each of which may be performed either individually or consecutively during the same procedure. Corneal Flap Indication The LenSx ® Laser is indicated for use in the creation of a corneal flap in patients undergoing LASIK surgery or other treatment requiring initial lamellar resection of the cornea.
