Description
COMBINED SYNOPSIS SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The government anticipates award of a single firm fixed price contract. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier s quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. Solicitation VA101V-17-Q-0472 is issued as a request for quote (RFQ). The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95, effective Jan. 13, 2017. The combined synopsis/solicitation is set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns only. Only quotes submitted by Service Disabled Veteran Owned Small Business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a verified Service Disabled Veteran Owned Small Business in VIP will not be considered for award. The applicable NAICS Code for this solicitation is 541612 and the Small Business Size limitation is $15M. Offers from SDVOSB concerns must be registered and verified in the Center for Verification and Evaluation (CVE) Vendor Information Pages (VIP) website at https://www.vip.vetbiz.gov/ at the time and date set for receipt of offers and at the time and date of award to be considered for award. Offers from SDVOSB concerns that are not registered shall be rejected as non-responsive and shall not be considered for award. The contractor shall provide all labor, materials, transportation, and equipment necessary for a One-day Retirement Seminar Maximum 50 Participants and 1- ­hour webinar and 15- ­minute Q&A session for 50 participants, as required by the Statement of Work. All work to be completed at the San Diego VBA Regional Office, at 8810 Rio San Diego Drive, San Diego, CA 92108-1622. Please provide pricing for Line Item 0001: ITEM # DESCRIPTION OF SUPPLIES/SERVICES QTY UN UNIT PRICE AMOUNT 0001 Contractor shall provide all labor, materials, transportation, and equipment necessary for the installation of data drops, phone connections, and cabling per the Statement of Work. 1.00 JB ______________ ______________ SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Requirement Statement of Work (see attached SOW document for additional details) This project calls for the contractor to provide a One-day Retirement Seminar Maximum 50 Participants and 1- ­hour webinar and 15- ­minute Q&A session for 50 participants. A one-day in person class covering FERS, FERS-RAE, FERS-FRAE retirement systems for employees and spouse as appropriate (spouse attendance should not result in additional charge) utilizing PowerPoint and lecture. For the virtual class each attendee will may use any electronic device, from cell phone to computer. This in-person and virtual course should include information on several different retirement options and eligibility requirements; discuss what constitutes creditable service stressing the impact of having deposit service, redeposit service and military service and not making the deposits/redeposit; explanation of what is used in determining high-3 average salary and a comprehensive dialog of how annuities are computed. It must cover death benefits with extensive discussion explaining elections; who is eligible, what happens if the retiree s spouse pre-deceases the retiree, what happens if the retiree marries after retirement, who qualifies as an insurable interest, the cost of a survivor benefit versus leaving life insurance, and the need to maintain a survivor benefit to retain FEHB for the non-federal surviving spouse; children s benefits, what the age limits are for these benefits, what benefits are payable if a child is disabled, who receives the money if the child is a minor; Cost of Living Adjustments; FERS annuity supplement and CSRS Voluntary Contributions as applicable, including a discussion of who is entitled to receive these, and how employees can estimate the financial benefits; returning to federal service as a re-employed annuitant and the impact of the decision upon the annuitant s salary; Thrift Savings Plan eligibility, investments, Roth vs traditional, loans, post-separation options, tax consequences, and appropriate retirement planning. General Federal benefits will also be included in each class (to include FEGLI, FEHB, FEDVIP, FLTCI, and FSAs. Participants for the in-person class must have the opportunity to ask questions at any time during the presentations. For the virtual class each attendee will receive a 15-minue Q&A session at the end of the presentation. For the in-person class, the company will provide each attendee with a comprehensive handbook to keep and be provided contact information in the event they have questions after the class. There must not be a charge for follow-up questions and no time limit during which to ask them. For the virtual class each attendee will receive his/her own personal log-in link. Participants may use any electronic device, from cell phone to computer. A classroom/auditorium with audiovisual setup to support PowerPoint presentation will be made available to selected company. This includes screen and LCD overhead projector with applicable cords, a white board or easel, and a microphone depending upon the size and acoustics of our training location. The selected company cannot sell any type of financial products or request employee s private information.
