- Naval Air Warfare Center - Aircraft Division, Lakehurst, NJ intends to issue a Firm Fixed Price commercial contract on a sole source basis to Motorola Solutions, Inc. (CAGE 6H7Z2) for the procurement of an Enterprise Land Mobile Radio (ELMR) repeater site for installation at Naval Air Station Oceana Dam Neck Annex to allow access to all of the features provided by the Navy ELMR architecture end-to-end Advanced Encryption Standard (AES), Over-The-Air Rekeying (OTAR), and network monitoring. This requirement will support the NAWCAD Special Communications Missions Solutions (SCMS) Division St. Inigoes, Maryland, Commander, Navy Installations Command (CNIC) ELMR network expansion project. The Government intends to solicit and negotiate this procurement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. FAR 6.302-1 (a)(2)(iii)(A), states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government does not own the technical data, drawings, or other specifications to permit full and open competition. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
