Description
vIPer Phone Justification The Defense Contract Management Agency (DCMA) Procurement Center, located at 3901 Adams Avenue, Fort Lee, Virginia, intends to award a sole source contract to General Dynamics Mission Systems Inc, Scottsdale, Arizona, for the purchase of Secure Communications Devices (phones) for secure voice and data transmission on the DCMA Voice Over Internet Protocol (VOIP) network. DCMA is transitioning to the Voice Over Internet Protocol (VOIP) network for phone service. The current L3 STE telephones are unable to perform on the DCMA VOIP network, no longer meet mission requirements, and must be replaced with DoD certified secure equipment. The Defense Information Systems Agency (DISA) Joint Interoperability Test Command (JTE) maintains a listing of Department of Defense Information Network (DoDIN) approved products that must be acquired by DoD agencies in order to maintain secure connectivity. The General Dynamics C4 Systems Sectera vIPer Release 5.0.3 Public Switched Telephone Network (PSTN) is the only product that has received DISA’s Interoperability Certification for use by DoD agencies. This requirement is classified under North America Industry Classification System (NAICS) 334210 with a size standard of 1,250 employees. The Product or Service Code (PSC) is 5805 The delivery date will be no later than November 1, 2017. This is a sole source notice published for informational purposes only. The Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 1901 as prescribed in FAR 13.106-1(b)(1)(i), soliciting from a single source. A justification to not compete this acquisition has been properly executed and included with this notice. The justification addresses the requirements of FAR 5.207(c)(15), reason for lack of competition. Please note that this is not a request for competitive proposals or quotes. Responsible sources may submit a capability statement or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government for the requirement identified above. Information received in response to such notice is normally considered for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government to not compete this requirement is solely within the discretion of the Government.
