- Site Map W912HV-17-Z-0023 Sources Sought Market Survey AFSOC 103002 Airfield Pavements, Kadena Air Base, Okinawa, Japan Introduction: The U.S. Army Corps of Engineers, Japan District (POJ) is performing market research for a Design-Bid -Build (DBB) construction project titled "AFSOC 103002 Airfield Pavements, Kadena Air Base, Okinawa, Japan." This announcement represents a market survey that is intended for preliminary planning purposes only. This purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government's acquisition planning. This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). Information about the project: Project Title: AFSOC 103002 Airfield Pavements, Kadena Air Base, Okinawa, Japan Project Location: Kadena Air Base, Okinawa, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between ¥1,000,000,000 and ¥5,000,000,000 Japanese YEN (utilizing an exchange rate of $1 to ¥100) Project Description: This project consists of two (2) distinct work elements. The Government contemplates advertising these work elements separately or combined based on the feedback received from this sources sought announcement. The project's two (2) work elements with descriptions are as follows: (1) Airfield Pavement Construct a new parking apron for 6 aircraft consisting of 36,000 square meters of 350 mm thick un-reinforced Portland Cement Concrete pavement with mooring and grounding receptacles. Earthwork includes clearing, grubbing, and placement of 450 mm of gravel sub-base and drainage layer material, along with 45,000 cubic meters of earthen engineered fill, sub-surface drainage system, rock rip-rap swales and inlets. Site improvements include a 150 linear meter concrete retaining wall with varying heights of up to 7 meters, runway striping and lighting, fencing, and a 300 linear meter 1500 mm by 1500 mm pre-cast concrete culvert with concrete wing walls and downstream concrete energy dissipation structure. Utilities include 350 mm SS fuel line with fuel hydrant, passive fuel line cathodic protection system with inspection ports, and 200 mm water line. (2) Stalhecker Street Construct a new 685 linear meter two lane asphalt paved street without curb and gutter, concrete sidewalk on both sides, and limited sodding landscaping. New road connects on both ends to existing pavement and has one stop sign controlled intersection. Clearing, grubbing, and excavation to include 15,000 cubic meters of earthen engineered subbase and gravel base fill, and a new 3 barrel pre-cast culvert beneath the road along with wing-walls and downstream grouted rip-rap area. Provide utilities along the entire alignment including 600 mm sanitary sewer pipeline with 12 manholes and a lift station, 200 mm water main with 8 hydrants, electrical and communication conduits, street lighting, signage, and striping. Storm drain improvements are minimal. Additionally, a site map has been included with this announcement (see attachment). This project will only be constructing the Airfield Pavement and Stalhecker Street, please disregard other project elements listed on the site map. Procurement method: The U.S. Army Corps of Engineers, Japan District (POJ) has not determined the procurement method for this project and the information provided from this market survey will assist the Government in making this decision. The Government is seeking input from Japanese local sources regarding the procurement for this project. Specially, the Government seeks responses to the following questions: 1. Can your company perform both work elements for this project in a combined advertisement? 2. Will your company submit a price proposal for this project if both work elements are combined into a single advertisement? 3. What are your company's concerns with a combined advertisement (considering the work elements represent different types of construction performance)? 4. Would your company prefer to only perform one of the work elements described for this project? Is so, which work element would your company be capable of performing? 5. If these work elements are advertised separately, into two different procurements, which work element would your company provide a price proposal for? 6. What are your company's concerns with these projects advertised separately? 7. If this project is advertised in a combined approach, how would your company use sub-contractors in the performance of each work element? ===================================================================== Submission Requirements for responses to this Market Survey: Interested firms are requested to reply with the following information: 1. Describe your firm's capability and experience relative to the work described in the Project Description. Please provide information on comparable projects (for government or commercial customers) completed in the past 6 years. 3. Describe your firm's level of interest relative to all aspects of the work. Please address the seven (7) questions mentioned in this announcement (above). Additionally, responding firms are encouraged to provide suggestions and recommendations regarding the consolidation of these work elements or separation. 4.
