Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) September 9, 2017 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE (Revised) Electronics and Materials Engineering Shop (EMES) (Scott Ng-Evans) VA701-17-N-0513 (Revision of published Notice VA701-17-N-0509) The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires: Two (2) Fast Scan Cyclic Voltammetry Systems for the VA Puget Sound Health Care System Seattle Division (VAPSHCS Sea), Research and Development Service (RD). This required equipment shall carry out four-channel fast scan cyclic voltammetry (FSCV) measurements from the brains of awake, behaving mice, constructed to allow for the detection of catecholamine release. The system will include a computer that will collect, digitize and compile the data as well as software that will track, analyze, image and present integrated FSCV and animal behavioral data. This technique permits for the detection of catecholamines on a subsecond time-scale which allows for making direct correlations between neurotransmission and behavior in rodents. These systems must integrate with existing VAPSHCS-owned animal behavior equipment. The Program Contracting Activity Central (PCAC), National Activations Office (NAO) intends to issue a sole source solicitation to Electronics and Materials Engineering Shop (EMES) (Scott Ng-Evans), Seattle, WA. This procurement is being conducted in accordance with FAR 13.106-1(b)(1), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available and FAR 19.201(a) It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The NAICS code for this procurement is 334516 and the Small Business Administration Size Standard is 1,000 employees. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes themselves capable of meeting all requirements may submit detailed information regarding organizational capability of fulfilling this requirement which may be considered by the agency only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
