- Statement of Work Draft Joint Manufacturing & Technology Center (JMTC) has a requirement for FRS Crane Rebuild and Repair Service to Original Equipment Manufacturing (OEM) Standards for use at JMTC located in Rock Island, Illinois. The purpose of this Request for Information (RFI) is to seek out qualified vendors who have experience and have performed these type of services. Vendors shall be certified and have authorized OEM repair facilities. Vendors and meet the criteria for Product Service Code (PSC) J038, North American Industry Classification System (NAICS) Code 333924, Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing. This announcement is in support of market research performed by the Army Contract Command - Rock Island to determine interest and capability to perform the services delineated within this RFI. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any services, or for the Government to pay for the information received. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information request. No solicitation is being issued at this time. Therefore, no award will be made as a result of providing this information. Currently, JMTC has a requirement for these services. Vendors interested in this proposed acquisition must meet the criteria for the FSC and NAICS code listed above. Potential vendor(s) must be qualified to perform this service, in accordance with the Statement of Work (SOW), and Technical Manuals prior to award. The draft SOW is being provided with this notice as a courtesy to all interested vendors. Vendors interested in pursuing this opportunity are encouraged to respond to this sources sought for the Government to determine its acquisition strategy. It is anticipated that as a result of market research, a solicitation will be posted for a minimum of one crane rebuild and repair to OEM specifications, with the potential of multiple cranes to be repaired. The subject requirement is anticipated to be a firm-fixed-price type contract. Crane is to be considered a worst case scenario for a complete rebuild, repair, and overhaul to TM and OEM specifications. All interested vendors must provide the following information: 1. DUNS, CAGE Code, Tax ID, and Point of Contact Information 2. Number of employees (for business size verification) 3. Type of Socioeconomic Business Class (Examples: Disadvantaged, Veteran Owned, HubZone, Women Owned, 8(a), ANC, NHO, etc.) 4. Affirm if your firm currently qualifies as an authorized and certified OEM Repair Facility to provide Crane Repair Services under this NAICS code. If yes, what kind of certification can your firm provide to verify it is certified and authorized? 5. Has your firm performed the same or similar work in the past? If so, please provide the following: Government agency name, Government contract number, dollar value, length of time provided service, Government point of contact information such as name, phone number, and e-mail address. If no, provide credentials and qualifications to be considered qualified for this requirement. 6. Have you managed a contract of this nature or provided similar services? 7. What are your specific technical skills that will ensure your capability to perform the requirement? 8. Provide your home office information and proximity of your firm's certified repair facility in relation to Rock Island, Illinois 9. Is your firm's repair facility within a 100-mile radius? If not, please indicate how many miles your authorized repair facility is from Rock Island, Illinois. 10. Transition time (stated in number of days) needed to prepare and begin providing on site repair services 11. Identify if your firm desires a site visit to view the crane in need of repair and service. If a site visit is provided, an in-depth evaluation for subject crane will not be permitted, and no expenses will be reimbursed 12. Provide a preliminary rough order of magnitude, or budgetary cost estimate, as to how your firm would quote this requirement, as a worst case scenario condition. Should the Government determine to solicit this requirement, it will be on a firm-fixed-price basis. Therefore, vendors shall ensure their cost estimates are as accurate as possible. If your repair facility is more than 100 miles from Rock Island, Illinois, include transportation costs into your budgetary estimate. 13. If your firm is unable to provide a cost estimate, indicate the reasons. 14. Provide any comments and concerns to the draft SOW. All of the above information must be submitted in detail. If and when a solicitation is issued, it will be published electronically on the FBO website and will be the responsibility of the interested parties to check regularly. Vendors are responsible for monitoring the website for requirement postings.
