- NOTICE OF INTENT Award Number: AID-486-C-16-00007, CEGAH Notice Type: Notice of Intent The United State Agency for International Development in Indonesia (USAID/Indonesia) intends to award a contract modification to Management Systems International for an increase in the total estimated cost to an existing contract (AID-486-C-16-00007) for the implementation of the USAID CEGAH activity. Launching a competition at this stage of the activity would result in a duplication of costs and efforts, and unacceptable delays in fulfilling the agency's requirements. USAID/Indonesia intends to expand the statement of work of the CEGAH implementation contract to include activities related to corruption and countering violence extremism (CVE). CEGAH, the Indonesian word for "prevent," is a five-year program focusing on strengthening the judicial sector (component/Clin1), government accountability institutions (Component/Clin2) and, universities and civil society organizations (Component/Clin3) to prevent corruption. This program supports USAID/Indonesia's Country Development Cooperation Strategy (CDCS) 2014-2018, under, "Development Objective 1 (DO 1): Democratic Governance Strengthened," and represents direct contributions to a number of goals identified in the GOI's National Medium-term Development Plan 2015-2019. CEGAH is one element of the broader Democracy, Rights, and Governance (DRG) project designed to achieve progress on DO 1. The proposed expansion will not change the current Intermediate Result (IR), which is "the community of accountability improved", nor will it change the current sub-IRs (objectives). The activities under these sub-IRs will be expanded to improve awareness and capacity in key government accountability agencies and civil society organizations (CSOs), and increase their ability to expose the linkages between accountability and violent extremism, while mitigating the consequences. The expanded activities are expected to result to the following new outputs: 1. Improved awareness of judges and attorneys on the linkages between corruption and CVE, while improving their capacity to analyze case data to improve sentencing. 2. Improved policy on corruption related to violent extremism, leading to improvements in GOI monitoring and prevention. 3. Improved GOI accountability oversight capacity in issues related to violent extremism. 4. Enhance civil society capacity to research, analyze and advocate on issues related to corruption and violent extremism. The statutory authority permitting the award without providing full and open competition is AIDAR 706.302-70(a)(2), which says that "full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purpose of foreign aid, relief and rehabilitation." It further states in AIDAR 706.302-70(b)(5) that this authority may be used for an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays. No solicitation package will be issued. This notice of intent is not a request for competitive proposals.
