- The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/ Plant Protection and Quarantine (PPQ)/Professional Development Center (PDC) in Frederick, MD intends to award a sole source, Purchase Order to the PSA Laboratory Furniture, LLC. DUNS: 161482703 CAGE Code: 7GDN8, to purchase 28(ea) 8'2 X30: tubular steel frame tables. Phenolic top, adjustable height, casters and power strips (in accordance with technical requirements) The PDC will need the custom designed tables in order to meet their growing ergonomic and environment needs Due to changes in the Occupational Safety and Health Administration Regulations (OSHA), Environmental Protection Agency (EPA), and APHIS safety regulations for space and equipment, updates are needed in several functional areas of the PDC to meet current regulations, codes, and standards. Additionally, an ergonomic analysis was conducted by Animal and Plant Health Inspection Service Ergonomics Program Manager which outlined the need for additional desk top workspace at minimum of 4' wide and 30" deep per student, total of 8'2 X 30" for a two student desk, to accommodate all of the equipment/supplies used during class. It also outlined the need for the desks to be adjustable in height, to accommodate individual ergonomic needs with rounded/soft edges to prevent forearm and wrist disorders and discomfort caused by resting arms on sharp edges. As the PDC progresses toward a more technology based testing format by utilizing tablets, the ability to mount adjustable trays under the tables will be required. This procurement is being conducted in accordance with Federal Acquisition Regulation (FAR) 6.302-1The statutory authority is 41 U.S.C. 253( c )(1) The property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency. To our knowledge; PSA Laboratory Furniture, LLC is the only known company that meets all the technical, ergonomic and space demands required for updating the functionally, safety, and personnel well-being for future PDC students who will use these tables for several years. TECHNICAL REQUIREMENTS Since Ethanol alcohol is used to preserve the specimens we use in class, the table design must meet certain safety requirements: In order to comply with safety standards a non-sparking, flammable proof, and non-porous surface and body is required. PDC requires a product that is sturdy, heavy duty, and long lasting. A. Require one eight foot table per two students, for a total of 28 tables Frame constructed of 2" tubular steel 8' X 28", with baked-on epoxy powder coating. Color: white. B. Phenolic Resin top 8'2" X 30", with rounded (or soft) edge where student sits. Color: black. C. Must be adjustable in height, 24" to 36." Frame leg is to have spring loaded Unistrut locking pin to adjust height and lock in place safely. D. Locking swivel head casters on all four legs Need 2" tube support rail centered down the middle of the frame to act as foot rest Mounted power supply for two (2) microscopes and one (1) light per student: 1) Equip each student work station with one quad outlet (min) on rear frame leg 2) Must be able to connect power supply to wall/floor outlets, and desk to desk. Cable length must account for the distance to daisy chain the desks together. I. Power supply must be UL1363A. J. Provide an adjustable 13" x 20" computer tower holder mounted under table with easy access and outside knee space for student books. K. Must have the capability to mount tray under table in the future for use of tablets for electronic testing methods. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its product(s), as well as three (3) references from other customers who are using these product(s), to the Contracting Officer by 4:00pm. Central Time (CT) on the closing date of this notice. Supporting evidence must be furnished in sufficient specifications and detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 337127 - Institutional Furniture Manufacturing, and the Small business size standard is 500 Employees. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
