- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number AG349BS177687 is being issued as a request for quotation. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. This requirement is a total small business set-aside under NAICS 339113, Size standard is 750 employees. Contractors are responsible for reading and complying with this entire combined synopsis/solicitation and monitoring website, http://www.fbo.gov for any additional information relating to this requirement. Submission of quotations to include all information requested shall be in accordance with the instructions identified in this document. Small Businesses with the demonstrated capability and financial capacity to provide specified services in accordance with the specified delivery schedule are invited to respond to this request. 1. Schedule: One Getinge Model 533 LS-E OR EQUAL designed specifically for scientific laboratory research, brand name or equal delivered F.o.b. destination, within consignee's premises to the USDA, 2217 Wiltshire Road, Kearneysville, WV 25430 within 90 days of award in accordance with the terms, conditions, and specifications contained in this document. Schedule: Line Item 01Autoclave$__________ Line Item 02Installation$__________ Used/Refurbished units are not acceptable. Autoclave must meet or exceed following minimum specifications and provide for installation and training: a. Autoclave may not exceed dimensions of 74"H X 30"W X 44"D required to accommodate the placement, installation, hookup, available footprint space and height restrictions of autoclave installation location; b. Autoclave must have a rectangular internal chamber with minimum dimensions of 21H" X 21W" X 38D" with rack including an adjustable/removable shelf to accommodate existing containment trays in use; c. Autoclave must have a manual sliding door; d. Autoclave must be able to connect to In-house Steam System of 60 psi using 3/4 inch steam hose and use water-ejector vacuum; e. Autoclave must have minimum of 18 programmable cycles using prevacuum or gravity displacement cycles for sterilization; f. Autoclave must have Touch Screen interface for selection of programs; g. Programming settings must provide password protection capability. h. Required Installation Service includes dismantling and removal of existing autoclave being replaced, unpacking and moving new autoclave to autoclave room, installation to include leveling of unit and testing for proper operation. Installation must be provided by manufacturer certified personnel capable of safe autoclave installation procedures. SCA Wage Determination No.: 2015-4285 Revision No.: 6 applies to installation. i. Training on operation. 2. Interested vendors are responsible for complying with entire combined synopsis/solicitation to include submission of quotation in accordance with the following instructions. Firm fixed price quotations must be submitted to the attention of: Timothy Smearman, USDA ARS AFRS, 2217 Wiltshire Road, Kearneysville, WV 25430 or tim.smearman@ars.usda.gov and respondents are responsible for ensuring receipt prior to September 20, 2017, 4:00 P.M.(EST). (a) Submit firm fixed price quotation for Line Items 01 and 02 specified to under Schedule. The cost quoted must include all charges associated with delivery, F.o.b. destination, within consignee's premises, Kearneysville, WV 25430. (b) Submit Descriptive Literature of product if quoting other than brand name. To be considered for award, quotations for "equal" products must meet the salient physical, functional, performance characteristic specified in this solicitation; clearly identify the item by brand name, make and model number; include descriptive literature making clear reference of how quoted item is equal to brand name minimum required specifications. The Contracting Officer will evaluate "equal" products on the basis of information furnished. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quotation. Unless the offeror clearly indicates in its quotation that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. (c) Submit two Past Performance References with contact information for two recent contracts (within past three years) of contracts supplying required/similar items and providing for installation. (d) Completion of SAM Registration. Offeror must have current Registration and completed Online Representations and Certifications in the System for Award Management (SAM). The System for Award Management (SAM) is online at www.sam.gov. Offeror certifies, by submission of quotation, that registration in SAM is current to include Online Representations and Certifications as of submission date of quotation in accordance with FAR 52.204-7, System for Award Management. Registration must remain active through final payment of any award resulting from this solicitation. 3. Pending availability of funding, the basis for any potential award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that, results from selection of the lowest evaluated price (evaluated as total cost of all line items) technically acceptable quotation that fully meets all specifications and having satisfactory past performance. Only the lowest priced quote will be evaluated for technical acceptability. The next lowest offer will only be evaluated if the aforementioned quote is not found technically acceptable (and so on). Only one award will be made under this solicitation based on availability of funding. 4. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
