- The Naval Medical Logistics Command (NMLC) intends to award a sole source bridge contract in accordance with FAR 13.106-1(b)(1) to Optical Lab Software Solutions, Inc., 13515 North Stemmons Fwy, Dallas, TX 75234. Optical Lab Software Solutions, Inc. is currently providing maintenance and extended support services of the Optical Fabrication and Management Systems (OFAMS) Lab software and hardware located at the Naval Ophthalmic Support and Training Activity (NOSTRA) in Yorktown, VA. Optical Lab Software Solutions, Inc. is the original equipment manufacturer (OEM) of the system and no other entity is qualified to service the system; therefore, Optical Lab Software Solutions, Inc. is the only source that can provide the existing maintenance and extended support services of the OFAMS Lab software and hardware at NOSTRA. This action will result in one Firm-Fixed Price (FFP) contract with a base period of three months and two, three-month option periods for a total ordering period of 9 months beginning 01 October 2017. Given the proprietary nature of the software and the operating system, Optical Lab Software Solutions Inc. is the only vendor with rights to change the software code and the necessary knowledge, experience and staff to maintain services currently provided under N62645-16-P-2025. No sources other than the incumbent can satisfy this short-term need given the proprietary nature of the system; the transition period that would be required to procure and implement a new system while also training new users; and, conducting a follow-on acquisition for this need would result in unacceptable delays in fulfilling the agency's requirements. For the reasons noted above, NMLC intends to award a sole source bridge contract to ensure that NOSTRA is able to maintain its mission without any lapse in services while the competitive process for the follow-on acquisition is completed. This Notice of Intent to Award a sole source contract is not a request for competitive proposals. No contracts will be awarded on the basis of responses received to this notice. There is no solicitation documentation. No Request for Proposal (RFP) will be available for competitive proposals. Phone calls will not be accepted.
