Description
This is a Special Notice of intent, the National Oceanic Atmospheric Administration (NOAA), Office of Law Enforcement Pacific Islands Division intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Safe Boats International to diagnose and repair fuel readings/add manual fuel gauge/add fuel tank vents, add navigational screen, relocate existing navigational screen, diagnose and repair transducer and install new trim tab assembly. The sole source determination is based on the patents for many of the items that are being replaced belong to Safe Boat. The Government intends to negotiate a firm fixed price. The NAICS code for this procurement is 336611 with a corresponding size standard of 1000 employees. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, other potential sources with the expertise and required capabilities may submit such data which demonstrates the requirements stated above. Submissions are due no later than September 15, 2017 at 12:00 pm HST, Honolulu, HI. Oral communications are not acceptable in response to this notice. All questions must be submitted in writing to Submissions received in response to this notice shall be evaluated based on demonstrated technical ability to successfully provide the required services as stated herein. Interested parties must respond before the deadline of this notice. Faxed responses/questions can be sent to 808-725-6199, Attn: Bonnie or emailed at Bonnie.Oshiro@noaa.gov. The NOAA Office of Law Enforcement Pacific Islands Division requires that all contractors doing business with the Acquisition Office must be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information and to register in SAM please access the following website: http://www.sam.gov/. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The government now requires all contractors submit their Certification and Representation thru the on-line SAM. The SAM is the single source for vendor data for the federal government. Contractors should go on-line at www.sam.gov. Award will not be made to any contractor that is not registered in SAM.
