Description
Background The Office of Appraisal Services (OVS) - Land Buy-Back Program (LBBP) is charged with the valuation of a large number of parcels within Indian Reservation boundaries primarily located throughout the Western United States. Included in the valuation assignments are significant timber holdings. The OVS-LBBP seeks a cross section of expertise related to the value of timber as a commodity and the timber relationship to the value of the real estate (contributory value of the timber with all rights and interests considered in the valuation process). Appraiser 1) Provide a summary of qualifications statement (no more than two pages per person) detailing each individual's experience to include any experience in timber valuation as a commodity and considering its contribution to the real estate (value of the whole); 2) Provide list of all training courses completed to include month/year and who provided the training; 3) Must furnish copies of all licenses for those state(s) in which you are interested in doing work; 4) Must furnish names and contact information of six clients you've conducted assignments for within the past three years; 5) List of states where temporary licenses have been granted and copies of those license(s); 6) List of geographic areas where you or your firm practices appraisal work. Forester 1) Only Certified Foresters (CF designation) will be considered. Please provide evidence of current certification; 2) Provide a summary of qualifications statement (no more than two pages per person) detailing each individual's experience to include any experience in timber valuation as a commodity (stumpage), timber cruise assignments and any other timber analysis expertise; 3) Provide list of all training courses completed to include month/year and who provided the training; 4) Must furnish names and contact information of six clients you've conducted assignments for within the past three years (can be the same as appraisal work as long as assignments were for timber appraisal assignments); 5) List of geographic areas where you or your firm practices timber work. Forester - GIS (Remote Timber Inventory Analysis) 1) The OVS-LBBP has a significant need for remote timber inventory analysis. Many assignments involve the analysis of timber on parcels which cannot be legally accessed by government or government contractors. GIS software and expertise is required to timber inventory these parcels remotely. Provide a list of current software (with version number) used and years of expertise in the use of GIS; 2) Provide an explanation of the ability and experience using GIS, imagery and associated software to inventory timber stands remotely. All documents provided will NOT be returned and must be furnished in PDF format; Samples of work are not required but are highly desired. You may obtain a DUNS number at http://fedgov.dnb.com/webform. Note: You must have a DUNS number first before registering in SAM. All appraisers-foresters must also be registered in the System for Award Management (SAM) and be identified as a small business with NAICS code 531320. Be advised it may take several weeks to establish your account with SAM. Visit www.sam.gov to register once you've obtained your DUNS number.
