Issuing sources sought for veteran (SDVOSB/VOSB) and small businesses dated 9/11/2017. The veteran business must be registered in SAM and certified in VETBIZ (VIP). The requirement is for a decontaminated skid unit FS for the Philadelphia VAMC (CMCVAMC). The statement of work (SOW) is cited below. Vendors must supply Name of company, address, P.O.C. telephone number and email. Also, submit Duns and Tax ID numbers. Replies to this sources sought are due Thursday 9/14/2017 at 2:00 pm. Email information to donna.toliver3@va.gov STATEMENT OF WORK Contracting Activity: Department of Veterans Affairs, VISN 4, Corporal Michael J. Crescenz VA Medical Center (CMCVAMC) Nature and/or Description of the Action Being Processed: Purchase of Decontamination Skid Unit for Ambulatory and Nonambulatory victims for use by the First Receiver Decontamination Team (FRDT) and VA Police Officers Description of Services Required to Meet the Agency s Needs: Introduction: The Corporal Michael J. Crescenz (CMC) VA Medical Center requires the purchase of a Decontamination Skid Unit for Ambulatory and Non ambulatory victims. This will allow members of the First Receiver Decontamination Team (FRDT) and VA Police Officers at the Medical Center to legally and safely operate in a contaminated area for the purposes of decontaminating multi-persons and securing the facility during a contamination event. This Decon Skid Unit will also allow for seamless integrated Emergency Preparedness and Incident Management response during a contamination event by streamlining and improving the four phases of Emergency Management (EM): Mitigation, Preparedness, Response, and Recovery. The Medical Center is currently noncompliant and unable to provide this required emergency service in time of need. The purchase of this Decon Skid Unit will allow for all trained personnel to operate legally and in accordance with the below listed minimum standards and guidelines 24/7/365. Compliance refers to NIMS/ICS regulatory obligations, and includes standards of The Joint Commission, Commission on Accreditation of Rehabilitation Facilities (CARF), Emergency Management Capability Assessment Program (EMCAP), and the VHA s own directives and accreditation metrics. It is important that this solution include dual use lanes for ambulatory and nonambulatory victims and is accessible by all trained personnel, and can be used whenever it becomes needed or necessary. Functional, Architecture and Technical Requirements: This equipment will allow personnel to operate safely while maintaining safety standards and guidelines set forth in and by, the following regulations and regulatory standards: VA Directive 0320, VA Emergency Management Capability Assessment Program (EMCAP), VHA Directive 1051 VHA First Receiver Decontamination Program (FRDP) Occupational Safety and Health Administration (OSHA), Fed Reg 29 CFR 1910.120 (HAZWOPER), Occupational Safety and Health Administration (OSHA), Fed Reg 29 CFR 1910.134, Occupational Safety and Health Administration (OSHA), Fed Reg 29 CFR 1910.138, National Fire Protection Association (NFPA) 1600 The Joint Commission Response/ Preparation/ Compliance/ Salient Features: All equipment must be able to be stop contaminates from further contaminating personnel, equipment and the environment that may present or presented at the medical center. All equipment must be universal for any age, male and female, ambulatory and nonambulatory victims and be interchangeable between all Decon team members. All equipment must be able to be deployed within 15 minutes of notification of a Decon event. All equipment must allow for full range of motion while in use in a contaminated area. All equipment must be able to be self-decontaminated for reuse as needed. All equipment must meet standards as set forth in the above listed regulations and regulatory standards. To include the following technical specifications: Total weight of the Decontamination unit (8,800 lbs) Total electrical load required for the Decontamination unit. The total connected load for this unit is 32.28 amps @ 240 volts The main breaker is 2-pole, 60 amps Service entry disconnect is rated at 60 amps, 240 volts, 3-pole / 3-wire Water load demand and need to explore the best source. Total water maximum demand is 24 GPM Cold & Hot water inlets are ¾ Thermostatic mixing valve rating of 36 GPM Wastewater load and location of unit s sanitary discharge piping connection. Total waste water load 24 GPM Discharge outlet 2 Discharge pump rated at 30 GPM @ 70 Third Parties: The CMCVAMC strongly prefers to work with a single successful vendor who can provide the entire Decontamination Skid Based Unit requested in this SOW, a vendor who will be uniformly responsible for and accountable to the Medical Center for all concerns and services, whether commercial, functional, legal, delivery related, support related, security related, privacy related, or otherwise. If vendor plans to engage a third party/partner to provide any of the proposed products or services, the need for each such third party must be clearly identified that are not the vendor s own. Representation of proposed services as the Bidder s which are actually, provided by a third party is grounds for disqualification from consideration, at the Medical Center s sole discretion.
