Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6 and FAR 13 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE LISTED. The solicitation number is W91247-17-T-1RDA is issued as a Request for Proposal (RFP) and must be referenced by all responding. This solicitation document incorporates provisions and clauses in accordance with those in effect through Federal Acquisition Circular (FAC) 2005-95, effective 19 January 2017. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. Full text clauses and provisions are available at http://farsite.hill.af.mil. This procurement is a 100% total small business set-aside. The North American Industry Classification System Code (NAICS) is 721110 and the business size standard is $32,500,000. All responsible sources will be considered. The contractor shall submit pricing for each CLIN. Basis for award will be price and delivery. Period of performance is IAW the PWS/SOW. GENERAL: This is a non-personal services Requirement to install fencing. The Government shall not exercise any supervision or control over the service providers performing the services herein. Such service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor, in turn, shall be accountable to the Government for Contractor or subcontractor personnel when applicable. 1.0. Description of Services/Introduction: The Contractor will provide all supervised personnel, equipment, supplies, facilities, transportation, tools, materials, other items, and non‐personal services necessary to execute the Statement of Work (SOW). The SOW excludes items specified as government furnished property and services. The Contractor will provide consistent performance in keeping with the terms and conditions of the contract and the scope of the SOW. 1.1. Objective: 8th MISG (A) is seeking a resort /conference center located in the Williamsburg, Virginia area that can support seven events, each conducted over a three (3) day period. These events necessitate the procurement of lodging, meals, beverages, snacks, session/breakout room(s), childcare/childcare room(s), and audio-visual (AV) support. It is anticipated that approximately 20 Soldiers plus their Families will participate. Additionally, one Unit Ministry Team (UMT) that includes one chaplain and one chaplain assistant, and their Families. The total Families expected is 22, however there may be Families who require additional/larger rooms to accommodate Family size. No transportation services are relative to this requirement. Event planning services are also not required. Registration will be coordinated and accomplish upon arrival at the resort. The Contractor shall provide an on-site representative from the time the UMT arrives until the departure of the UMT. Event dates and expectations for coordination: Event dates are estimates that aim for a timeframe. Alternate proposed dates can be presented by the vendor and validated by the 8th MISG (A) to ensure it meets certain criteria. No less than thirty (30) days prior to each below date, contact will be made to ensure the planned date is viable for both vendor and 8th MISG (A). Contact can be initiated by either party. September 17-19, 2017 December 12-14, 2017 February 9-11, 2018 March 16-18, 2018 June 15-17, 2018 July 20-22, 2018 September 14-16, 2018 3. Requirements: a. Location: 1. The hotel shall offer the following at no additional cost: parking, fitness room, in-room coffee maker and refrigerator, and internet access. 2. Hotel shall maintain a dedicated security staff and not publically display (digitally or by other means) a connection between this event and the U.S. Army. No additional security is required for these events. 3. The hotel shall have a dining plan with a meal voucher system or similar for meals. 4. The hotel shall have amenities large enough to accommodate no less than 22 Families at any single time due to potential time constraints during non-training hours. Amenities should include family oriented recreational activities or other equivalently attractive on-site activity. 5. The hotel shall be large enough to provide lodging for all participants and the UMT within the same building. 6. All costs and prices shall be within the Government per diem rates. b. Rooms: 1. Room counts included in the event requirements are approximate and may vary. Hotel shall be flexible and adjust if the requirement changes. All sleeping rooms must be located in one complex and if necessary be accessible by elevator. 2. The resort shall provide one conference space for training purposes that can accommodate up to 22 couples comfortably. The conference room shall be arranged in a round setting with approximately three (3) couples per table. 3. The resort shall provide enough space to accommodate childcare and childcare workers to run an efficient program for approximately 40 children ranging in the ages from 0-12 years old. 4. All meeting space shall be located in the same building or within 200 feet of the meeting facility as childcare room(s). 5. Participants shall not be required to pay out of pocket fees for expenses covered in this statement of work. c. Audio Visual: 1. The resort conference room shall have a sound system. 2. Resort shall provide a mounted projector or table for a projector with easy access to a power supply/electrical outlet in conference room. 3. The conference room screen shall be capable of providing the participants the ability to see and hear all presentations. 3. Resort shall provide one wireless microphones in the conference room. 4. Resort shall provide childcare room(s) for youth activities that has a television with Bluray player, and is large enough for a variety of activities. 5. Shall provide a podium with access to an electrical outlet for the purpose of using a laptop computer by the event planners. 4. Specific Requirements: Twenty-two (22) - sleeping rooms for two (2) nights Quantity: The total rooms required are estimated based on anticipated participation. Each room will be equipped with private bathroom, telephone, television set, refrigerator, a queen-sized bed or larger for the couples and beds (or sofa beds) for children. The Government will only pay for the actual rooms used. Hotel Shall Provide the Following: Room(s) for Youth Activities to accommodate all ages to include 0-12 years old, and up to 40 personnel with 4 tables and with 8 chairs per table; and an additional 20 chairs available if needed. Shall include Audio and Video Capabilities to play movies from DVD and Bluray format. Meals: Day 1 1 - Dinner meal (Voucher per person) for approximately 44 adults and 40 children. Day 2 1 - Breakfast meal (Voucher per person) for approximately 44 adults and 40 children. 1 - Childcare snack (food item and drink) made available in childcare at 10:00 AM for approximately 40 children. 1 - Lunch meal. (Voucher per person) 1 - Dinner meal (Voucher per person) for approximately 44 adults and 40 children. Day 3 1 - Breakfast meal (Voucher per person) for approximately 44 adults and 40 children. Snacks and beverages provided during training sessions listed below. Audio-visual: 1 - Projection Screen (Days 1-3) 1 - Podium Microphone (Days 1-3) 2 - Wireless (Days 1-3) 1 - Table or cart for placing projector. 2 - AC Power Strips (Days 1-3) 2 - 42"TV for Youth Activity room (Days 1-3) Wireless Internet Connections in all rooms (Days 1-3) On-site child-care service: There shall be two rooms located in close proximity to the meeting room for childcare services. Checkout shall be no earlier than 11:30 PM on Sunday. The breakout/childcare room set-up by the childcare providers will start the afternoon of Friday. Beverages and snacks provided require at a minimum water and coffee. Vendor shall provide a complete breakdown of the overall cost for this requirement. 1.2. Hours of Operation: The Contractor service hours are 08:30 AM - 5:00 PM. Monday through Friday, but not on federal holidays or when the government facility is closed due to local or national emergencies, administrative closings, or similar government directed facility closings. The Contractor will maintain an adequate workforce for the uninterrupted performance of tasks defined within this SOW. 1.3. Place of Performance: Contractor will have routine access to the listed areas. 1.3.1. Access and General Protection/Security Policy and Procedures. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility, or area. The Contractor and all associated sub‐contractors employees will comply with applicable installation, facility and area commander policies. The contractor will provide all information required for background checks to meet installation access requirements as directed by the installation Provost Marshal Office, Director of Emergency Services, and Security Office. The Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, or local policy. In addition to the changes authorized by the change clause of this contract, the Government may require changes in contractor security matters or processes due to (but not limited to) the Force Protection Condition. 1.3.2. Security. Military personnel will escort contractors as necessary when classified or sensitive materials are exposed. The vendor will coordinate with the COR or the facility security office for access when required. 1.4. The Contractor is required to pay for all damages to furniture, equipment, and building that may result from the move. 2.0 Period of Performance: See statement of work 3.0 Place of Performance: Williamsburg, Virginia 4.0 Security Requirements: Industry Standard PART 2 DEFINITIONS & ACRONYMS 2. DEFINITIONS AND ACRONYMS: 2.1. DEFINITIONS: 2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime. 2.1.2. CONTRACTING OFFICER (KO). A person with authority to enter into, administer, and/or terminate contracts, and to make related determinations and findings on behalf of the Government. A listing of the service outputs under the contract that are to be evaluated by the COR on a regular basis, the surveillance methods to be used for these outputs, and the performance requirement of the listed outputs. 2.1.8. PHYSICAL SECURITY. Actions that prevent the loss or damage of government property. 2.1.9. PROPERTY MANAGEMENT SYSTEM. System established by the Contractor that is used to manage GFP/GFE in its possession to control, use, preserve, protect, repair, and maintain. 2.1.10. QUALITY ASSURANCE. A planned and systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved. For the purposes of this document, quality assurance refers to actions by the Government. 2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor. 2.2. The Government may reject any or all proposals/quotes if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Price Offerors will be evaluated for price IAW FAR 13.106-3. Pricing shall be provided for each CLIN including its unit of measure. (2) Technical capability. Technical acceptability is defined as the contractor's ability to meet the pickup and deliveries in accordance with the PWS/SOW. (3) Vendor shall be located with 50 driving miles of Fort Bragg, North Carolina. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
