DEPARTMENT OF THE ARMY ARMY CONTRACTING COMMAND REDSTONE BUILDING 5303, MARTIN ROAD REDSTONE ARSENAL, ALABAMA 35895-500 CCAM-CAD-B 11 September 2017 MEMORANDUM TO: Installation of Workstation Contractors SUBJECT: Combined Synopsis/Solicitation for the Civilian Human Resources Agency (CHRA) Brand Name Only Furniture in Building 3458. 1. The CHRA has a requirement to initiate action for a Firm Fixed Price (FFP) contract to provide furniture to the recently added offices in Building 3458. The Period of Performance (POP) for this effort is a 12-month base period from the date of award. Estimated POP is 30 September 2017 – 29 September 2018. This effort will be awarded with a FFP CLIN. This requirement has been assigned tracking number PANSRA-17-P-0000 062252. 2. The Army Contracting Command- Redstone (ACC-RSA) is requesting all contractors submit an electronic technical and price proposal in response to the attached Statement of Work (SOW) (Attachment 1). Submit your proposal or “no-bid reply” no later than (NLT) 1400 Central Standard Time, Friday, 22 September 2017. Any “no-bid reply” must include a brief statement as to why you are unable to perform. 3. Your proposal shall be in accordance with the terms and conditions explained in FAR Part 15, 52.215-1 as well as the requirements outlined in the SOW. 4. Resolution of Issues. The Contracting Officer reserves the right to withdraw and cancel the proposed contract. In such event, the contractor shall be notified in writing of the Contracting Officer’s decision. This decision is final and conclusive and shall not be subject to the “Disputes” clause or the “Contract Disputes Act.” 5. IAW FAR 52.215-1, Instructions to Offerors – Competitive Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). However, the Government reserves the right to conduct discussions if the contracting officer later determines them to be necessary. 6. GENERAL 1.1 Purpose: This solicitation is for the procurement and installation of office furniture for 2 conference rooms and 2 break rooms. Procurement is for Building 3458. Project completion should be four to six weeks. 1.2 Specification: All furniture for the subject proposal should be listed on a current GSA schedule. Proposals shall include furniture, delivery, installation, removal of all packaging material, and a full manufacturer’s warranty covering materials and workmanship. 1.3 Within two weeks after contract award, all relevant parties to include contract Technical Representative (TR) shall meet to coordinate all final finish, fabric, and color selections. The TR for the project is listed on Table 1 of this document. 2. DELIVERY: 2.1. Contractor and all associated sub-contractor employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures. The contractor shall also provide all information required for background checks to meet installation access requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. 2.2. The contractor shall contact the TR with a minimum of forty-eight hour notification as to the date and time the trucks will arrive. Contractor must ensure the drivers of the delivery vehicles have copies of either form SF 1449 or DD Form 1155, as applicable, for the items being delivered in order to gain entry to the facility.\ 2.4. Furniture shall be delivered to the job site in the manufacturer’s original packaging with the item identification and project clearly shown. 2.5. Drivers of the delivery vehicles shall not attempt to deliver any items before the scheduled delivery date. In the event the delivery date falls on a Saturday, Sunday, or federally recognized holiday, the delivery date shall be the next workday and shipping label shall read as specified in Table 1 of this document. STATEMENT OF WORK-Installation of Office, Conference & Break Room Furniture, Buildings 3458 Redstone Arsenal, AL 3. RECEIVE AND UNLOAD: 3.1. Contractor shall start assembling and installing items in rooms upon delivery between the hours specified in Table 1. The Contractor may work outside this time frame with prior approval of the TR. 3.2. If the Contractor is unable to complete the assembly and placement of all unloaded items before end of the work day, the contractor will transport those remaining items to a location provided by the contractor for storage until the next work day. The Contractor will be responsible for moving the items from the overnight storage site to the designated positions in the building. 3.3. The Contractor shall verify and inspect all items. Any deficiencies (damage/overage/shortage) shall be brought to the attention of the TR. The Contractor shall store damaged items in the location designated by the TR. 3.4. The Contractor shall maintain a complete file of all documents relating to each discrepancy. Copies of discrepancy reports shall be forwarded to the TR on a daily basis. 3.5. The Contractor shall repair or coordinate for replacement of damaged, defective, or missing items. 4. PLACE AND INSTALL: 4.1. Items shall be placed in the rooms in accordance with the drawings attached to this Statement of Work. If no drawings are provided herein, the furniture shall be placed as directed by the TR. Information about the building may be found in Table 1. 4.2. The Contractor shall complete installation of furnishings under this Statement of Work in the time period specified in Table 1. 4.3. The contractor shall clean and polish all items that have been installed. 4.4. The Contractor shall remove all protective coverings off of any item (such as protective film on the furniture, protective wrapping on light fixtures, etc.). 4.6. The Contractor shall ensure that all stickers and labels are removed, and no adhesive residue remains on the surface. 4.7. The Contractor shall be responsible for providing equipment, material and expertise needed to assemble and properly install all systems furniture. STATEMENT OF WORK-Installation of Office, Conference & Break Room Furniture, Buildings 3458 Redstone Arsenal, AL 4.8. The Contractor shall be responsible for notifying the TR and contracting officer of any discrepancy between the actual placements of furnishings against the provided floor plans. 4.9. The Contractor shall be responsible for either providing predrilled grommets/holes in the corner section of work surfaces for installation of monitor arms in possession of the customer, or be prepared to drill/prepare the corner section of work surfaces for installation of monitor arms. 5. ASSEMBLY: 5.1. The Contractor shall uncrate all items received and perform all required assembly in accordance with the manufacturers' instructions. 5.2 All furniture, equipment and accessories shall be level, plumb, square, and free of rough or sharp edges and in proper alignment with adjoining furniture. Furnishings shall be securely attached to the building where applicable. 5.3. All assembly shall be accomplished using conventional tools found in any hardware store. If special tools are required, they shall be furnished by the Contractor at no charge. One set of any special tools shall be provided to the TR. 5.4. The Contractor shall ensure the furniture is free of surface dirt and defects, and that the installation is complete and the furniture is ready to use. 6. PROTECTION OF PROPERTY: 6.1. The Contractor shall protect all items from damage. The Contractor shall take precautions against damage to the building, grounds, and other furnishings. The Contractor shall repair or replace any items in the buildings, or grounds damaged due to negligence and/or direct action by the Contractor, using materials of the same quality, size, texture, and color to match adjacent existing work. 6.2. The Contractor shall perform an inspection of the building and grounds with the TR prior to furniture installation. The Contractor shall repair or replace any items in the building, components or grounds damaged due to negligence and/or direct action by the Contractor. The source for all repairs beyond simple surface cleaning is the facility construction contractor (or appropriate subcontractor) so that the building warranty is maintained. Concurrence of the TR is required before the Contractor or anyone other than the facility construction contractor (or its subcontractors) performs any significant repair work. In all cases, repairs shall utilize materials of the same quality, size, texture, and color to match adjacent existing work. STATEMENT OF WORK-Installation of Office, Conference & Break Room Furniture, Buildings 3458 Redstone Arsenal, AL 7. CLEANUP: 7.1. The Contractor is responsible for the removal and disposal of all trash connected with uncrating and assembling furniture and other items installed under this contract. Final acceptance of the furniture (TR signing DD Form 1155 or SF 1449) from the contractor will not occur until all installation trash is removed from the site. 7.2. Recyclable cardboard products shall be disposed of in accordance with Table 1. 7.3. Packing materials will not be stored in the buildings for any period exceeding 24 hours. 7.4. Personal trash (food wrappers, drinks, etc.) shall be removed from the site on a daily basis by the contractor. 8. Once furniture is installed, the Contractor shall coordinate with the TR where any excess items will be stored. Contractor will be responsible for delivery of excess items to storage area designated by TR. TABLE 1. Project specific information. Statement of Work Information Sheet 1.
