- The purpose of this Amendment is to amend Solicitation Section E.7, 52.212-2 EVALUATION COMMERCIAL ITEMS (OCT 2014) (C), EVALUATION APPROACH has been amended to include evaluation efficiency approach This is a combined synopsis/solicitation for commercial services/items prepared in accordance with Federal Acquisition Regulation (FAR) in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This solicitation is issued as a Request for Proposal (RFP); the solicitation number is VA118-17-R-2531. The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) located at 23 Christopher Way, Eatontown, NJ 07724, intends to issue a Veteran-Owned Small Business (VOSB) set-side for integration of the Application Programming Interface (API) of a commercial Learning Management System (LMS) and REDCap to enable a study of two online courses with peer support, collect user data on the courses, and convert the courses to be compatible with standard computer browsers, tablets, and smartphones. The Dissemination and Training Division of the National Center for Posttraumatic Stress Disorder (NCPTSD) creates and studies training and educational products that support or deliver evidence-based care for Veterans. Veterans have high rates of PTSD and related problems, and the number of such Veterans is expected to increase in the next two decades as the proportion of Veterans who served in recent wars increases. To meet Veterans mental health needs, Veterans Health Administration (VHA) has invested resources in developing evidence-based, computerized self-help tools. Such online tools can be effective if people use them, but many of the tools do not have strong strategies for engaging Veterans to use them. VHA has also funded a peer support (PS) program aimed at improving engagement in Mental Health (MH) care, yet there is little empirical data on how peer support can improve Veterans psychological health. Combining online tools with peer coaching could leverage the unique strengths of these complementary resources to improve VHA mental health care. A major impediment to conducting research on the impact of peer-supported use of online programs is the lack of computer tools to enable delivery of the courses, tracking of progress and communication by peer supporters, and data collection on usage, acceptability, and efficacy. The purpose of this current project is to use a Commercial Off the Shelf (COTS) Learning Management System (LMS) along with Stanford University School of Medicine s iteration of REDCap in a six month trial to study the impact combining online tools with peer coaching has on engaging Veterans to fully utilize the MH self-help tools that have been developed by VA. REDCap is a secure web application for building and managing online data collection and management. The North American Industrial Classification System (NAICS) code for this effort is 541512. The solicitation shall close on September 14, 2017 at 12:00PM EST.
