- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E224, Rockville, MD 20850, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Epidemiology and Biostatistics Program (EBP) plans to procure on a sole source basis service to conduct a study for Genetic susceptibility to breast cancer in Ghana, West Africa from The University of Cambridge, Strangeways Research Laboratory, 2 Worts Causeway, Cambridge CB1 8RN United Kingdom. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1), and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541990 and the business size standard is $15.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The Division of Cancer Epidemiology and Genetics (DCEG) is an intramural research program of the National Institutes of Health (NIH), National Cancer Institute (NCI), that conducts population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. The purpose of this agreement is to identify low frequency genetic variants through targeted sequencing of known breast cancer susceptibility regions using samples from the Ghana Breast Health Study. The incidence of breast cancer in African countries is lower than in high-resource countries like Europe and the USA; however, the incidence is increasing and the associated mortality is higher. Breast cancers in African women tend to be diagnosed at earlier ages and later stages than in higher-resource countries. Differences in genetic susceptibility across racial groups could be a contributing factor. For instance, the higher incidence of triple negative breast cancers in African-American women compared to Caucasian women in the U.S. could be partly explained by genetic factors. To date, there are scant data in African women on the frequency and penetrance of low frequency variants that have previously been shown to confer high to moderate risk of breast cancer in women of European origin. The current study will use a targeted sequencing panel to study the frequency and penetrance of low frequency variants. The panel was developed using consistent selection criteria as the Breast Cancer Association Consortium (BRIDGES, PIs: P. Devilee from Leiden University Medical Center, D. Easton from Cambridge University). The BRIDGES project is genotyping a sample of 30,000 familial and population-based breast cancer cases and 30,000 controls, mostly of European ancestry. In using a panel designed with the BRIDGES selection criteria, this will improve the comparability between the results of the NCI study and the results generated in the BRIDGES consortium. Contractor Qualifications: The Contractor shall be a member of a breast cancer consortium, and shall have an extensive and successful track record with generating data on low frequency genetic variants associated with breast cancer susceptibility. This specialized project requires that the results generated must be as comparable as possible to the results generated in the BRIDGES consortium. The Contractor shall perform the following tasks: 1. Reporting Requirement and Deliverables The Contractor shall provide an electronic data file with gene sequencing data to the NCI Technical Point of Contact (TPOC) upon completion of the project within eight (8) months at the beginning of the period of performance. 2. Inspection and Acceptance Criteria The Contractor shall provide to the Technical Point of Contact (TPOC) internal quality control data that will include data for NCI study samples. Should problems arise in the analysis of samples, the Contractor shall notify the NCI the TPOC within three business days. All relevant internal quality control data shall be provided as well. NCI will have 15 days to review and accept these data. If no comments or request for revisions are provided within 15 days, the deliverables shall be considered acceptable. Government Responsibilities: The NCI will cover expenses related to shipping samples from the collaborating centers to the testing laboratory. This will allow the NCI four months to review the deliverables and sort out any concerns with the Contractor. The University of Cambridge's laboratory is the only known Contractor to the NCI with a suitable option for performing the gene sequencing for this project. The results from this study shall be as comparable as possible to the results generated in the BRIDGES consortium. The University of Cambridge has extensive experience and success using the sequencing array that will be performed on the NCI samples. The Contractor shall ensure that the data generated from the NCI study will be generated in a manner as identically as possible to the data generated in the BRIDGES consortium. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 2:00 PM EST, on September 13, 2017. All responses and questions must be submitted via email to Kathy Elliott, Contracting Specialist at Elliottk@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
