Capacity: $400,000.00 This is a Sources Sought announcement only, No proposals are being requested or accepted with this synopsis. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A PROPOSED SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 and no contract shall be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. No Solicitation is currently available. The responses to this Sources Sought will help to shape the acquisition strategy in developing a competitive requirement. a. The purpose of this Sources Sought is to perform a market survey to gain knowledge of interest, capabilities and qualifications of interested Contractors within the District's area of responsibilities for the general project description listed below. Responses to this Sources Sought Synopsis will be used by the Government to make appropriate acquisition planning decisions. The following are general capabilities required to perform the Performance Work Statement according to USACE standards. General Project Description: This design effort consists of three parts. Brief details: 1. Replacement of Well 11 with new Well 14 with associated distribution system connected to existing. 2. Computer based modeling of the aquifer to determine time for the contamination to reach new well once operational. Use industry standard modeling software such as MODFLOW, coupled with MT3D or MODFLOW-SURFACT. The AE will be responsible for modeling the environmental fate and transport of nitrates and Perfluorooctanesulfonic Acid (PFOS) / Perfluorooctanoic Acid (PFOA). 3. Conduct planning charrette of a water treatment system for this contamination when it reaches new Well 14. Performance Work Statement: The well design will be in accordance with the principles and guidance contained in the Corps of Engineers Design Guide and other relevant references provided herein. Communication and good graphical representation is essential for the overall project success and the A-E shall prepare reports for necessary distribution of information. The A-E is also responsible for providing all technical design disciplines required for the preparation of Contract Documents for a Contractor to complete construction of the full-design. The Contractor will be required to visit the proposed sites and installation agencies, as warranted, to verify and document visible site utilities and existing conditions and/or installation as-built drawings that may affect project design and construction. Site visits shall include gathering existing information concerning the site topography, vegetation (trees, primarily), utilities, soil data, environmental data, and placement of existing and future infrastructure. The design team shall evaluate existing conditions and planned construction in the immediate project proximity for project impacts. a. The proposed work to be performed under the following North American Industry Classification (NAICS) code: 237110 Water and Sewer Line and Related Structures Construction b. The U.S. Army Corps of Engineers, Seattle District (NWS) expects to utilize responses from this Sources Sought to determine the best procurement method for soliciting and awarding an anticipated contract. SUBMISSION REQUIREMENTS: Response Information: Interested Offerors shall respond to this Sources Sought/Market Survey Synopsis no later than 14:00 hours (PST) 22 September 2017. All interested contractors must be registered in SAM to be eligible for award of Government contracts. Interested firms should email a capabilities package limited to five (5) pages and include the following: 1) Firm's name, address (mailing and URL), point of contact, phone number, email address, business category, business size, and business type. 2) Business classification; i.e. Large Business, Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone), Small Business, 8(a) Program, or Other. 3) Up to three (3) examples of similar/relevant past projects. 4) Cage code and DUNS number of your firm. 5) Firm's Joint Venture Information (if applicable).
