Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 325211 applies to this solicitation; business size standard is 1,250 employees. The Contracting Officer reserves the right to award under a different NAICS if the company would qualify as a small business under the solicited NAICS. The following is needed: This project involves the work as described herein to be accomplished at the above location, with all labor, equipment, supplies and materials to be provided by the contractor. All work shall be accomplished under environmental conditions appropriate to the nature of the project. Work will comply with all local, state, and federal regulations; to include NEC, EPA, OSHA, Minnesota State Building Codes, as well as USAF and Air National Guard regulations. The successful bidder may be required to furnish proof of liability insurance and workers compensation insurance coverage before the contract will be signed by the ANG. Work shall include but not necessarily limited to: Provide materials and installation of resinous floor for Building 685 at the Minnesota Air National Guard. a) REMOVE/DEMO: 1. Properly prepare and remove 20,500 sq. ft. of resinous floor in Building 685, South Maintenance Hangar. 2. All materials to be disposed of as per EPA and MPCA regulations. 3. Contractor is responsible for dust control and minimizing health hazards into occupied spaces. 4. Repair of cracks or chips in flooring. b) INSTALL: 1. Resinous floor coating system; Basis-of-Design product subject to compliance with requirements, provide Tennant Eco-MPE with Eco-HTS 100 topcoat or approved equal i. Matte finish, Urethane topcoat, low odor/low VOC. ii. Chemical, jet fuel, oil, glycol, and solvent resistant. iii. 100% aliphatic or UV-stable formula. iv. White color. v. Formulation Description: 100% solids. vi. Total thickness: 25 mils minimum vii. Number of Coats: Two. viii. Grit pattern and consistency to match Building 680 North Hangar floor. ix. Concrete sealer and primer to be installed as base coat. x. VOC Content of Liquid-Applied Flooring Components: Not more than 100 g/L. when calculated according to 40 CFR 59, Subpart D (EPA Method 24). 2. Apply painted floor marking as per existing. Contractor's responsibility to measure layout prior to work being started. c) OPTION: 1. Remove and replace 1,150 linear feet of backer rod and sealant in control joints; measurements to be verified by contractor prior to installation. 2. Dow Corning 588 Joint silicone sealant or like; submittal required. d) Submittal required to be approved by Base Civil Engineering representative. Two 3'x3' samples shall be required to be installed on site in color and texture of that originally specified. e) Contractor will schedule with owner to find optimal time for work to be completed. f) Demolition material is to be hauled offsite by contractor and disposed of according to State of Minnesota and Federal laws. Disposal site and quantity (tonnage) will be provided to the 133rd Base Environmental Office prior to final walkthrough. g) Contractor required to field verify all measurements prior to installation. h) All materials shall be warranted to be in compliance with this statement of work and to the highest standards of the industry, per manufacturer's warranty. SITE VISIT Offerors or quoters are urged to attend this pre-proposal conference/site visit if available. The date of the scheduled site visit will be Thursday, September 14, 2017 at 09:00 AM. Contractors should report to building 685, to meet with Contracting, Civil Engineering, and Maintenance Group staff. Please bring something to write with so you can write down any questions you may have. You are requested to submit all of your questions in writing within 2 days of the pre-proposal conference/site visit. Not attending the site visit will not be grounds for claims after award is made. Multiple solutions are encouraged. Innovative solutions are encouraged and will be evaluated in accordance with the intent of this requirement. Standing quotes may be considered as responsive if in the best interest of the government. Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Response is encouraged to include past performance information: other military, commercial, and civilian companies with whom you have done business. Include country of manufacture for all items. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
