- *Note: This combined synopsis/solicitation is amended to include Total Small Business Set-Aside IAW FAR 19.502-2(a) and FAR Clause 52.219-6, Notice of Total Small Business Set-Aside (Nov 2011) Combined Synopsis/Solicitation - FA9301-17-Q-0012 This is a combined synopsis/solicitation for commercial products prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and an additional written solicitation will not be issued. This is a Request for Quotation (RFQ). All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2005-95, AFAC 2017-0127 and DFARs Change Notice (DPN) 20161222. NAICS is 337211 with a size standard of 1,000 employees. This is a commercial acquisition, with Total Small Business Set-Aside, IAW FAR 19.502-2(a). The Air Force Test Center (AFTC) located at Edwards Air Force Base, CA is seeking to purchase a work surface/station for an emergency operations center (EOC) designed for a dual-purpose room. A detailed description of the requirement is provided in the attached Statement of Work (SOW). Place of delivery and acceptance shall be FOB Destination: 812 CES 105 E. Yeager Blvd. Bldg. 2860 Edwards Air Force Base, CA 93524. Site Visit: A site visit will be conducted on Thursday, 14 September 2017 beginning at 10:00AM. All vendors attending must submit a Visit Request via email to alessandra.barzaghi@us.af.mil no later than 10:00AM PST 13 September 2017. Include the following information for all contractor employees who will be in attendance for the site visit: •· Last Name, First Name •· Social Security Number (Last 4 Digits) •· Date of Birth •· Driver's License •· Citizenship •· Place of Birth (City and State) Any vehicle entering the installation must have a valid registration/proof of insurance. Please arrive at Edwards AFB, CA with enough time to be processed through the gate and arrive at the destination, West Gate Visitor Center, 1004 W. Rosamond Ave, Edwards AFB, CA 93524. Contractors will be asked for current driver's license, vehicle registration, and insurance. Interested parties who believe they can meet all the requirements for the services described in this synopsis are invited to submit in writing a complete quote. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis/solicitation. Evaluation: The government will be evaluating quotes IAW FAR 52.212-2(a) -- Evaluation -- Commercial Items (Oct 2014). The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factor(s) will be used to determine best value: •i. Price •ii. Technical capability of the offer to meet the Government requirement Only the Lowest Priced, Technically Acceptable (LPTA) offeror will be awarded. "Technical acceptability" is based on offers which meet all of the Government's requirements.
