- The Department of Justice (DoJ), Office of the Inspector General (OIG), Washington D.C. intends to issue a sole source purchase order in accordance with FAR 6.302-1 with a base performance period from October 1, 2017, through September 30, 2018, plus two option years - ultimately extending through September 30, 2020. The purchase order will be issued to Mitratech dba Law Manager, inc. for Law Manager software maintenance and support. The description of the work to be performed through these licenses: The DoJ OIG Investigation Division requires software maintenance for its Law Manager software, which is used as a case tracking database. The Investigations Division purchased the perpetual Law Manager license several years ago and it has since been tailored and heavily customized by the vendor, specifically for the OIG. The Investigations staff is now very well versed in the software because it has extensive training and experience using it. The Investigations Division will continue utilizing this software which it already purchased, and maintaining the software is critical to the Investigations Division operations and management of its system, and ultimately its tracking of cases. In order to maintain operational consistency, the Law Manager software yearly maintenance should be renewed to support the OIG. It is also impractical to simply procure new software because the government would have to take into account the substantial learning curve and startup costs to re-teach its investigations professionals and incorporate all necessary data and customization into the new software. Therefore, maintaining the current Law Manager software is in the government's best interest. The statutory authority permitting other than full and open competition is 41 U.S.C 253 (c)(1) as cited in FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' MitraTech is the sole source for Law manager software in the United States. This purchase order is therefore issued as a sole source to MitraTech to ensure on-going use of the Law Manager software. MitraTech has been providing the updates and maintenance to Law Manager software for several years and is fully capable of continuing to perform for the period of performance of this resulting order. This notice of intent is not a request for competitive proposals, as no solicitation package will be issued. However, if a firm believes it can provide software on which the Investigations Division can work, train the Investigations Division employees, and transfer all necessary and relevant information, it may give notification via e-mail to Christie Deskiewicz, Contracting Officer, at christie.m.deskiewicz@usdoj.gov no later than September 20, 2017, 2:00 p.m., EST. The Government will review all responses without prejudice, whether or not the Government initially determines that another firm is fully-qualified to fulfill the requirements.
