- Under the Authority of Federal Acquisitions Regulations, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau intends to contract with Dr. F. Jay Breidt, on a sole source basis to provide support for multiple panel estimation for the National Survey of College Graduates (NSCG). The NSCG independently selects samples from multiple sampling frames each based on the American Community Survey (ACS). To combine the information from these frames, steps must be taken to identify the overlap among these frames and to adjust the survey's weights in response to the overlap. This task involves conducting research to assess existing multiple frame estimation approaches, to identify suitable evaluation criteria for those approaches, to evaluate the approaches analytically and via simulation, and to provide recommendations on an appropriate multiple frame estimation and variance methodology approach for use in future cycles of the NSCG. Specific services to be provided include development of a realistic simulation engine for the multiple frame estimation problem in the NSCG, along with development of code for implementation of the recommended estimator and its variance estimator.Dr. F. Jay Breidt is Professor in the Department of Statistics at Colorado State University. He has published extensively in the peer-reviewed statistical literature on survey topics and has obtained grants from the National Science Foundation related to statistical survey estimation and inference. Dr. Breidt has taught short courses on variance estimation for complex surveys in over a dozen countries around the world. He has served on five National Academies of Sciences panels, summarizing data infrastructure on food and nutrition, reviewing state and federal recreational fisheries survey methods, considering redesign of the Survey of Income and Program Participation, developing proposals for use of American Community Survey data in estimating children eligible for school nutrition programs, and assessing mental health services provided by the Veterans Health Administration. He has provided technical support to other National Academies of Sciences panels, including writing appendices for a report on the usability of American Community Survey data. He is a past member of the Federal Economic Statistics Advisory Committee and past chair of the American Statistical Association's National Committee on Energy Statistics, which serves as an advisory panel for the Energy Information Administration. He is a Fellow of the American Statistical Association, a Fellow of the Institute of Mathematical Statistics and an Elected Member of the International Statistical Institute. He has had contracts with several federal statistical agencies to evaluate and enhance their survey design and estimation procedures, including with NOAA National Marine Fisheries Service on the redesign of the Marine Recreational Information Program. Dr. Breidt has extensive experience in combining information across complex surveys, from applications as diverse as recreational angling and carbon cycle science; this experience is directly relevant to combining information in multiple panel surveys. He has also been involved in design and estimation projects for the USDA's National Resources Inventory and Forest Inventory and Analysis programs. Dr. Breidt has been involved in research on other NSCG estimation topics including the development of a reduced-variance estimator. During the estimation development phase of his research, Dr. Breidt evaluated the NSCG estimation issues by programming and running simulations using NSCG data. Dr. Breidt's past research efforts developing NSCG estimators and using simulations to evaluate NSCG estimators make him uniquely qualified to determine an appropriate multiple frame estimator to use in future cycles of the NSCG. Furthermore, his experience with the development of NSCG estimators provide him with a unique and detailed understanding of the historical NSCG estimation research needed to undertake this effort. The period of performance for this requirement is Date of Award through a period of eighteen (18) months. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Census Buerau's needs. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract will be issued to Dr. F. Jay Breidt without further notice.
