Notice to Industry PL832400045 NOTIFICATION TO INDUSTRY THIS IS A NOTIFICATION TO INDUSTRY ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME. BACKGROUND: The US Government has a requirement to vet individuals as trustworthy. Once vetted, this need continues to ensure the individuals remain trustworthy for as long as they have an association with the Federal government. To support this requirement, the Department of Defense (DOD) Chief Information Officer (CIO) tasked the Defense Information Systems Agency (DISA) to design, develop, secure, operate, and sustain a Federal-wide National Background Investigation Service (NBIS). The NBIS will be a service that supports background investigations by providing the information resources necessary to determine an individual's trustworthiness to have access to US Government facilities, information, and information systems. The objective of this effort is to acquire a working, end-to-end software prototype of the Federal background investigation workflow. Initially, the prototype needs only to demonstrate 1,000 Tier 3 type investigations. The full operational capability (FOC) solution must be scalable and configurable for all investigation tiers, processing all five (5) levels of investigations and up to 3 million total cases every year. Finally, the NBIS must be secure, accept data from numerous external sources, and be tailorable for each agency's needs. The service must reach Initial Operational Capability (IOC) no later than September 2018, and achieve FOC by September 2019. NOTIFICATION: The DISA - NBIS seeks an innovative solution for the Investigative Case Management (ICM) component of the NBIS. For this requirement, The DISA - NBIS intends to pursue an Other Transaction Agreement utilizing the U.S. Army's Armament Research, Development, and Engineering Center's (ARDEC) Consortium for Command, Control, and Communications in Cyberspace (C5). A Request for Information (RFI) notice will be released within the next two weeks to the C5 Membership. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. FAR clause 52.215-3, "Request for Information or Solicitation for Planning Purposes", is incorporated by reference in this RFI. The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked "Proprietary" will be handled accordingly. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
