Description
The U.S. Customs and Border Protection, New York Laboratory seeks to purchase a gas chromatograph - infrared spectrometer system. The instrumentation would be used by CBP scientists as a means to analyze different types of forensic samples including drugs, suspected controlled substances, unknown substances, and general organic materials. This instrument will enhance the labs ability to provide timely and accurate reporting on the identity of suspected controlled substances to CBP and HSI, which in turn reduces delays for possible controlled deliveries and seizures. The gas chromatograph - infrared spectrometer system will reduce the necessary sample preparation from an average of 30 minutes to less than 5 minutes in most cases. Additionally, a gas chromatograph - infrared spectrometer system allows for the creation of automated sequences that allows analysts to load samples and return to get results when analysis is complete. With a gas chromatograph - infrared spectrometer system an analyst can run samples in a safer manner without the potential dangers of being exposed to dangerous substances, such as fentanyl and its analogs, something that is not possible with our current infrared spectrometer. The gas chromatograph - infrared spectrometer system will allow the laboratory to have another validated technique to analyze fentanyl and its analogs. The New York laboratory conducted market research and found one manufacturer who met this requirement, Dani Instruments. The Government intends to solicit and negotiate directly with Dani Instruments. No solicitation package will be issued. This notice of intent is not a request for competitive proposal. If any interested party believes it can meet the above requirement, it may submit a statement of capabilities to the email address listed below. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their capabilities in writing via email to john.marschall@dhs.gov. Verifications of receipt of responses are the sole responsibility of the interested party. If no responsive statements are received by 15 September 2017 at 12:00 (noon) PM EDT, an award will be made to Dani Instruments. The anticipated award date is 18 September 2017.
