Disclaimer: This Request for Information (RFI)/Sources Sought Synopsis, Inquiry Number: MDA-17-DACW-RFI-01, is issued for information and planning purposes in support of Market Research only and is not a Request for Proposal (RFP), Invitation for Bid, or an obligation on the part of the Government to acquire any products or services. Any unsolicited proposal submitted in response to this RFI will not be considered. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The information provided may be used in developing an acquisition strategy, statement of work, statement of objectives, or performance work statement. Some information resulting from this RFI may eventually be included in one or more RFPs, which will be released to industry. Proprietary information should be appropriately marked; unmarked information will not be treated as proprietary. • II. II. Overview: Pursuant to FAR Part 10, in support of Aegis Ballistic Missile Defense (BMD) Aegis Weapon System (AWS) development and deployment, the Missile Defense Agency (MDA) seeks information from potential sources capable of executing computer program development, foreign military sales (FMS), ground and flight test support, modeling and simulation (M&S), studies and future concept development, computer program development system installation and test and weapons system sustainment. • III. III. Background: Aegis BMD is the naval component of the MDA's Ballistic Missile Defense System (BMDS) with capabilities currently deployed on AEGIS Cruisers and Destroyers, as well as land based sites. Since its inception, Aegis BMD builds upon the Aegis Weapon System, Standard Missile, Navy and Joint Forces' Command, Control and Communication systems. The Navy embraces BMD as a core mission and, in recognition of its scalability, Aegis BMD/SM-3 system is a keystone in the Phased Adaptive Approach for missile defense in Europe. The Aegis BMD system can detect and track ballistic missiles of all ranges and report track data to the BMDS. This capability shares tracking data to cue other missile defense sensors and provides fire control data to Ground-based Midcourse Defense interceptors located at Fort Greely, Alaska and Vandenberg Air Force Base, California and other elements of the BMDS, including land-based firing units and other Navy BMD ships. In response to the combatant commanders' increased demand for Aegis BMD capability and the requirement for the defense of Europe, the number of Aegis BMD ships needs to increase. The Navy and MDA continue to jointly respond to the need for operational Aegis BMD capability by both sustaining and upgrading existing ships, as well as building new ones. • IV. IV. Requirements for which the MDA is seeking additional information include: •a. Execution of future studies, concepts and computer program development to achieve capability improvements across all phases of the fire control loop (plan, detect, control, engage, and assess) in accordance with Government provided interface requirements that can be delivered to the Combat System Engineering Agent for integration into the Common Source Library (e.g., advanced discrimination to counter advanced threats, closure of potential missile defense gaps and enhanced defense against adversary advanced threats, improved single-ship performance of current-dual tier engagement schemes and expansion to incorporate multi-tier weapons, and integration of advancements in Link architectures). •b. Execution of system engineering and code development required to integrate new hardware technologies into identified Aegis BMD baselines (e.g., Low Noise Amplifier upgrades to the refurbished AEGIS Array). •c. Execution of BMDS system engineering integration and test for post certification Aegis BMD In-Service baselines (e.g., investigation and root cause analysis of weapon system test observation reports and Computer Program Change Requests). •d. Accredited facilities to accommodate Special Access Program and General Secret levels of classification in support of engineering analysis, computer program development, and testing. •e. Execution of flight test support to include test requirements definition, pre-mission predictive analysis, event execution, post mission analysis and reporting, and visual documentation. •f. Facilitation of land and sea based International initiatives and FMS to include engineering/technical studies (e.g., solid state radar integration), feasibility studies, equipment definition to implement BMD capabilities on international platforms, computer program development, training documentation and support, design documentation, simulation and live fire testing, Combat System Ship Qualification Trial support, Waterfront Integration testing support, weapon system engineering for non-AEGIS Navies, and Aegis Ashore (AA) facilities development support in host nations. •g. Execution of BMD System Level test support as required for the Aegis BMD element participation in BMDS system level flight tests, BMDS distributed ground tests, BMDS integrated ground tests, BMDS focused ground tests and Verification and Validation efforts. •h. Execution of M&S to support engineering initiatives (e.g., feasibility and performance analysis) and represent Aegis BMD AWS current and future capabilities in real-time system-level ground testing, BMD Wargames and Exercises, operational level concept development exercise venues, and Aegis BMD HWIL participation in MDA system-level test venues. •i. Execution of ship installation and testing to include Fleet planning, engineering and material (installation and diminishing manufacturing sources (DMS)) procurements, installation, test and training services for all weapon system baselines and upgrades on board United States Navy cruisers, destroyers, and land based facilities. •j. Facilitation of weapon system operations and analysis to include staffing and materiel resources to execute operations and maintenance of all systems at the AA Missile Defense Test Complex and AA sites. •k. Technical engineering support and execution of baseline maintenance updates that resolve open high priority issues of fielded Aegis BMD AWS baselines. •l. Implementation of a closed-loop fire control system addressing the ability to plan, detect, control, engage, and assess lethality, as well as missile communications. • V. V. Other Information: •a. Scope of work aligns with North America Industry Classification System (NAICS) Code: 541712 Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology). •b. Contractor will be expected to provide qualified personnel capable of performing highly technical efforts, to include but not limited to, engineering, design, development, coding, integration, and test. Demonstrated performance in program and project management, to include risk management, and efficient business operations processes and practices is expected, while application of effective system and program security measures will be required. •c. The technical data to key elements of the Aegis BMD AWS computer program are currently unavailable (i.e., lower level specifications, high fidelity models, and source code) in a technical data package. • VI. VI. Requested Information: The Government is requesting interested sources provide a white paper containing sufficient information to demonstrate recent experience (within four years) of providing effort to meet the capabilities as noted in Section IV of this RFI. Interested sources should clearly indicate whether their company can perform some or all of the aforementioned requirements in their responses. In addressing demonstrated capabilities against Section IV of this RFI, responses shall not exceed 50 total pages and shall include previous scenarios and examples of past projects and deliverables that demonstrate experience and success in each interest area. Pages in excess of the 50 page limit for Section IV will not be reviewed. If a particular interest area falls outside of previous experience, it should be acknowledged as being new and include a description of how it would be approached. In addition to providing a response for Section IV, interested sources must also address the following Market Survey Questionnaire: •a. Administrative Information 1) Company Name 2) Mailing Address and Website 3) Commercial and Government Entity (CAGE) Code 4) NAICS number, with associated Business size and eligibility under U.S. Government social-economic programs and preference (i.e., type of business -large, small, small disadvantaged, women-owned, veteran-owned or 8(a)) 5) Data Universal Numbering System (DUNS) number 6) Location of facility(ies) 7) Subcontracting Plan (if applicable) b. Person(s) Responding to RFI 1) Name 2) Title 3) Company Responsibility/Position 4) Telephone Number/Fax Number 5) Email Address c. Security 1) Do you have a Facility Security Officer? If yes, provide contact information. 2) Is your company foreign owned, either directly or indirectly? If yes, what is the country of origin and is the company fully or partially foreign owned? 3) Do you have foreign national employees? If yes, what is the country of origin? 4) Has your company implemented an Operations Security Plan? 5) Does your company have experience with Program Protection planning? 6) Is your company currently able to transmit unclassified data in accordance with U.S. Government data encryption requirements? 7) Does your company have experience with compliance of DD Form 254 - Contract Security Classification Specification? If yes, what procedures does your company use to enforce DD Form 254 compliance with subcontractors? 8) Does your company have the ability to operate and maintain a secure shared data collection site (manpower, estimate labor hours, contract deliverables, etc.) between contractor and Government? If yes, what systems are used? 9) Any potential sources shall have, at a minimum, a valid accreditation from the Defense Intelligence Agency, or equivalent accreditation authority, at the TOP SECRET/Sensitive Compartmented Information (TS/SCI) level with TS/SCI safeguarding capability. The following questions shall also be answered as part of your submittal: i. Does your company have an accredited Sensitive Compartmented Information Facility (SCIF) and Letter? If yes, who is the accreditation authority? ii. When does the SCIF accreditation expire? Please provide a copy of the accreditation. iii. Does your company have experience with Special Access Programs? d. Core Competencies/Core Lines of Business for DOD-centric Research and Development •1) Briefly describe your company's demonstrated core competencies or existing lines of business under the realm of DOD Research and Development. •2) Interested sources may only provide one submission per CAGE code. Multiple capabilities may be submitted within one submission. All capabilities must be provided within the confines of the page limits provided in Section VI above. If your company has different business sectors which hold different CAGE codes, each sector can submit a capability package. In addition, each CAGE code must provide separate facility clearance documentation. If teaming, use the Prime Contractor's CAGE code in the response. e. All responses must be in electronic format and emailed to the contracting officer, Katherine Hall, at MDA-17-DACW-RFI-01@mda.mil. All responses must be received no later than October 02, 2017, 10 AM EDT. Responses shall be marked as follows: RFI Aegis BMD AWS Follow-On Development, and include the solicitation number included in paragraph I above. Responses shall be in typed format, font style Times New Roman, no smaller than 12 point font. All information received in response to this RFI that is marked proprietary will be handled accordingly, and responses to this RFI will not be returned. An electronic acknowledgement of the vendors RFI response submission will be provided. If you do not receive an acknowledgement within one work day please notify Katherine Hall to ensure successful delivery. g. No funds have been authorized, appropriated, or received for this contemplated effort and no reimbursements will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. All costs associated with responding to this RFI will be solely at the responding party's expense. Any subsequent actions resulting from the evaluation of the information provided in response to this RFI may be synopsized at a future date. If synopsized, information detailing the specific requirements of this procurement will be included. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website at http://www.fbo.gov.
