REVISED SALIENT CHARACTERISTICS COMBO SYNOPSIS SOLICITATION FOR COMMERCIAL ITEMS Revised 11 September 2017 1. Class Code: 66 2. NAICS Code: 334516 3. Subject: One (1) Non-intrusive Stress Measurement System with an auxiliary data acquisition system for recording pressure, accelerometer, and temperature data. 4. Solicitation Number: W911QX17-T-0217 5. Set-Aside Code: Total Small Business 6. Response Date: 5 Days after Posting 7. Place of Delivery/Performance: U.S. Army Research Laboratory Aberdeen Proving Gound Aberdeen, MD 21005 8. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX17-T-0217. This acquisition is issued as an Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. (iv) This acquisition is set-aside for small businesses. The associated NAICS code is 334516. The small business size standard is 1000 Employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 One (1) each Non-intrusive Stress Measurement System (NSMS) CLIN 0002 One (1) each Auxiliary Data Acquisition System CLIN 0003 Two (2) weeks Onsite Training CLIN 0004 One (1) year remote technical support and consultation (vi) Description of requirements: CLIN 0001 The Contractor shall provide one (1) Non-intrusive Stress Measurement System (NSMS), including all necessary hardware and software to meet the requirements listed below: •Sixteen (16) channel high speed Data Acquisition System (DAQ) for NSMS measurements oNSMS measurements shall be made on turbochargers for diesel engines in high temperature environments of up to nine hundred (900) °Celsius (C). Shaft speeds may reach two hundred fifty thousand (250,000) rotations per minute (rpm). oThe system shall be able to operate without a once per revolution signal, such as that from a turbocharger speed sensor. oThe system shall process and display NSMS data in real time, including campbell diagrams, blade resonances, and blade deflection levels. Software that can only display such information through post-processing is not acceptable. oThe Government requires the ability to simultaneously measure blade deflections in a compressor wheel and a turbine wheel, each instrumented with eight (8) probes. The DAQ system shall be able to process and display the data for the two (2) wheels separately, and in real time. •Operator interface computer with monitor, keyboard and mouse. •Mobile cart to mount DAQ and computer. •Sixteen (16) channels of laser detection modules, for connection to DAQ oThe system shall allow the operator to set the laser power level at which a blade triggers the detector independently for each blade. oThe modules shall include a safety interlock feature. •All necessary cables to connect laser detector to DAQ, each at least one hundred (100) feet long. •Sixteen (16) channel air cooling system for probes in hot environments •Twenty-Four (24) air-cooled optical probes with a tip diameter of 1/16" or less, each at least twenty-five (25) feet in length. •Thirty-two (32) probe holders, ¼" in diameter or less, for mounting optical probes •The Contractor shall ensure the probes have the capability to be removed from one (1) turbocharger, and installed on a new one (1) without damaging the probe. The probes shall provide a good seal in a 2.5 bar pressure, 900 C° environment. •Real-time NSMS analysis non-expiring software license, with one (1) year of maintenance for sixteen (16) channel high speed DAQ. •Off-line NSMS analysis non-expiring software license with one (1) year of maintenance for the software package. •The Contractor shall provide a one (1) year warranty on all hardware. CLIN 0002 The Contractor shall provide an auxiliary data acquisition system for recording pressure, accelerometer, and temperature data from a Government-Owned turbocharger research facility in accordance with the below: •Sixteen (16) channel data acquisition module for type-K thermocouples, sampled at least Fifty (50) Hertz (Hz). •Eight (8) channel data acquisition module for 0-10 VDC (volts of direct current) analog input, sampled at up to one hundred (100) kilohertz (kHz). •Eight (8) channel data acquisition module for 0-20 milliamp (mA) analog input, sampled at up to one hundred (100) kHz. •User-interface non-expiring software license to allow users to view and record the above channels, with a time stamp for every time a data sample is taken. •User-input gain and offset information for each of the channels in CLIN0002 to convert mA/VDC to real units such as kilopascals (kPa), gs of acceleration (g), degrees Celsius (°C), etc. •User-input channel names for all of the above channels. •User-input recording speed for all of the above channels, at up to one hundred (100) kHz. •Data output format will be in.txt files. CLIN 0003 The Contractor shall provide onsite training for two (2) separate weeks by an engineer with expertise in the NSMS. The first week shall be for the initial start-up of the instrumentation and training on how to use it. The second week of training will take place once the Government has installed the systems from CLIN 0001 and 0002 in their turbocharger test facility, and is ready to exercise the full capability of the system. The Government plans to complete installation of this facility in the latter half of 2018. CLIN 0004 The Contractor shall provide remote technical support and consultation for NSMS analysis over the phone and internet for a period extending one (1) year from the delivery of hardware to the Government. (vii) Delivery is required by 90 Days after receipt of order (ARO). Delivery shall be made to Aberdeen Proving Ground, Aberdeen, MD 21005. Acceptance shall be performed at Aberdeen Proving Ground, Aberdeen, MD 21005. The FOB point is Aberdeen Proving Ground, Aberdeen, MD 21005. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: (Lowest Price Technically Acceptable) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. The Contracting Officer determines that past performance need not be evaluated because the supplies being purchased are of a low complexity that past performance information would not make a substantial difference. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Price will be evaluated based on the total proposed price, including options, (if any). (x) Offerors shall include a completed copy of the provision at FAR 52.212-3 (with its Alternate I), Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause None.
