- ATTACHMENT 6 QASP AND MATRIX ATTACHMENT 5 NNSY TRADE TRAINING PLANS ATTACHMENT 4 PAST PERFORMANCE REPORT FORM ATTACHMENT 3 PAST PERFORMANCE INFORMATION FORM ATTACHMENT 2 - CERTIFICATE COURSE LISTING ATTACHMENT 1 PRICING SHEET N42158-17-R-N001: NNSY EDUCATIONAL SERVICES SOLICITATION Synopsis: Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Indefinite Delivery-Indefinite Quantity (IDIQ) Single Award Contract, to provide Educational services for courses to support the Apprentice program consisting of a formalized academic training, testing, and certificate program designed for conferment of both a certificate and an Associate's of Applied Science (A.A.S) degree as referenced within the statement of work. The required items are for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. Prospective bidders are required to be accredited by an active regional accrediting agency for educational institutions in the United States that is recognized by the U.S. Department of Education. The personnel provided for this contract shall possess qualifications that satisfy the minimum guidelines for the accrediting organization. The requirement will be solicited using full and open competition. The NAICS code applicable to this procurement is 611310, Academies, Colleges or Universities with a size standard of 27.5 million dollars. The Product Service Code is U009. The subject requirement is in support of the Norfolk Naval Shipyard's (NNSY) Apprenticeship Program, Code 900T. This requirement is to provide Educational services for courses consisting of a formalized academic training for NNSY. Specific courses include: •· ORIENTATION - Introduces students to the skills which are necessary to achieve their academic goals, to the services offered at the college, and to the discipline in which they are enrolled. Covers topics such as services offered at the college, including the learning resources center; counseling and advising; listening, test taking, and study skills; and topical areas which are applicable to their particular discipline. •· TECHNICAL DRAWING - Enhances the principles learned that are related directly to the field of drafting and design. Gives a more in-depth exposure to detail and working drawings, dimensioning, tolerance and conventional drafting practices. Teaches CAD modeling, may include parametric modeling. •· PRINCIPLES OF INDUSTRIAL SAFETY- Teaches principles and practices of accident prevention, analysis of accident causes, mechanical safeguards, fire prevention, housekeeping, occupational diseases, first aid, safety organization, protection equipment and general safety principles and promotion. •· COMPUTER APPLICATIONS FOR TECHNICIANS - Covers computer concepts and internet skills and uses a software suite which includes word processing, spreadsheet, database, and presentation software to demonstrate skills. •· SCIENCE IN THE WORKPLACE - Explores concepts of basic physical sciences as they apply to the workplace. Presents scientific methods, energy, heat, and temperature as related to various materials used in the workplace. Designed for trade workers that work with a variety of materials in many different applications. Assists workers with the physical properties of materials as they relate to various manufacturing methods. •· MATERIALS AND PROCESSES OF INDUSTRY - Studies materials and processes for the manufacture of products. Investigates the nature of various materials. Examines the manufacturing processes of industry and their effects on materials. •· QUALITY ASSURANCE - Studies principles and techniques of quality engineering for the management, design engineering economics, production, and assurance of quality. Emphasizes fundamentals of total quality assurance for product and process control. May include design review, fundamentals of statistics procurement control, sampling and control chart systems, quality reporting, process capability analysis, tool and gauge control, document control, or troubleshooting quality control. •· TEAM CONCEPTS & PROBLEM SOLVING - Presents the basics of ISO 9000 standards. Focuses on the latest improvements of the standards and the redesigned quality concepts set forth by the International Organization for Standardization (ISO). Includes a historical overview of the evolution of quality systems and explains the purpose of ISO quality systems certification. Discusses implementation approaches. •· PSYCHOLOGY FOR BUSINESS AND INDUSTRY - Focuses on the application of psychology to Interpersonal relations and the working environment. Includes topics such as group dynamics, motivation, employee-employer relationship, and interpersonal communications. May include techniques for selection and supervision of personnel. •· TECHNICAL REPORT WRITING - Develops ability in technical writing through extensive practice in composing technical reports and other documents. Guides students in achieving voice, tone, style, and content in formatting, editing, and graphics. Introduces students to technical discourse through selected reading. •· BASIC TECHNICAL MATH - Presents a review of arithmetic, elements of algebra, geometry, and trigonometry. Directs applications to specialty areas. •· FIRST AID AND CARDIOPULMONARY RESUSCITATION - Focuses on the principles and techniques of safety, first aid, and cardiopulmonary resuscitation. •· SHEILED METAL ARC WELDING - Teaches operation of AC and DC power sources, welding polarities, heats and electrodes for use in joining various metal alloys by the arc welding process. Deals with running beads, butt, and fillet welds in all positions. Emphasizes safety procedures. The one-year base period of performance for this acquisition is anticipated to begin on 01 November 2017. The contract will also contain four one-year option periods, including the option to extend services up to an additional six months in accordance with FAR clause 52.217-8, Option for Additional Services. The total anticipated contract period of performance is five years. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. The solicitation is NOW available. T he solicitation is posted to this site Federal Business Opportunities (FEDBIZOPPS), https://www.fedbizopps.gov. The solicitation is expected to be available approximately 12 September 2017. Solicitation N42158-17-R-N001 and subsequent amendments will be posted to this website (FEDBIZOPPs.gov). Prospective Offeror's are responsible for downloading their own copy of the solicitation and for frequently monitoring the FEDBIZOPPs website for solicitation amendments. The Government is not responsible for inability of the Offeror's to access solicitation documents posted. Prospective Offeror's should also register at FEDBIZOPPs on the interested vendor list under N42158-17-R-N001. No telephone or FAX requests will be accepted, and no hardcopy solicitation/amendment will be mailed or faxed. Offeror's must also be registered in the System for Award Management in order to participate in this procurement at http://www.sam.gov. All responsible sources may submit a proposal which shall be considered by the Government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.
