- Notice of Intent Sole Source The Department of Army (DA) procured development and deployment of a new career, degree, and school advising tool named "VIA" for the Army Continuing Education System (ACES). VIA, which was formally deployed to the DA in December 2015, is currently used by Active Duty, Guard, and Reserve Soldiers. VIA is a required self-service advising tool for all Soldiers to aide in selecting career goals, degree goals, and a home school prior to using Tuition Assistance (TA) benefits or changing their degree or school goals while using TA. The Department of Defense (DoD) Voluntary Education (VolEd) Program Office within the Office of the Deputy Assistant Secretary for Defense for Force Education and Training advocated for Army's initial development and deployment of VIA with the condition that it be available for a future expansion effort to all Service members, veterans, and Military-connected stakeholders. The DoD VolEd Program Office funded a Gap Analysis Study in 2016 to identify modifications that would be required of the VIA tool to meet the broader needs of DoD VolEd Program participants. This Performance Work Statement is for the work to reconfigure, implement, and host a production ready initial phase of theVIA tool functionality for the DoD VolEd Program.
