Description

Synopsis: This announcement constitutes a Sources Sought Notice. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified sources to furnish all necessary labor, material, equipment and supervision for Water Plant Monitoring Services to the Florida National Cemetery, 6502 SW 102nd Avenue, Bushnell, FL 33513. The purpose of this notice is to determine interest and capability of potentially qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) 221310 Water Supply and Irrigation Systems Services. The Small Business Size Standard is $27.5 million. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. Description: SCOPE: Contractor shall furnish all labor, transportation, parts materials and tools necessary to provide water monitoring at 1 Non-Transient, Non-Community and 2 Transient Non-Community Water Plant s located at the Florida National Cemetery, VA National Cemetery Services, 6502 SW 102nd Avenue, Bushnell, FL 33513. WATERING MONITORING: Contractor will monitor water plant s two (2) non-consecutive days per week by State of Florida certified operator. Flow readings to be entered into log book along with ph and chlorine readings. Monthly operating report completed and forwarded to the Department of Environmental Protection with a copy to Florida National Cemetery COR. WATER TESTING: Contractor will perform a one-time testing to be completed by State of Florida certified operator. Report completed and forwarded to the Department of Environmental Protection with copy to Florida National Cemetery COR. To be completed July, August or September (4th quarter) Microbiological (Bacte) (monthly) Monthly Operations Reports (MORs) (monthly) Nitrate/Nitrite (annually) Total Trihalomethanes (THM)-July-Sept (annually) Total Haloacetic Acids (HAAS) -July-Sept (annually) Contractor shall perform a 3 year compliance test during the years (2017) and (2020) for the 1 Non-Transient Non-Community well to include the following: Primary Inorganics-Samples before December 31 Volatile Organic Contaminants (VOCs)-Sample before December 31 Synthetic Organic Contaminants (SOCs)-Sample before December 31 Lead and Copper (Tap Sampling) (June-Sept) Test in accordance with the most recently approved sampling plan. ADDITIONAL TESTING: In the event that the Florida National Cemetery may be subject to further testing based upon the pass/fail of the scheduled contract testing, the Contractor will give the Florida National Cemetery COR a minimum of 30 days notice to comply. This will give the Florida National Cemetery the opportunity to arrange for necessary tests. Submission requirements for responses to this sources sought synopsis: VOSB/SDVOSB offerors interested in submitting a quote for this project, if it is formally advertised, must be registered and be verified in the www.vip.vetbiz.gov website and must provide the correct NAICS code to include the Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) number, name of the firm, address, phone and point of contact.
