Description
SUBJECT: Request for information (RFI), Synopsis for Service: NCA Study on Identification, Collection and Internment of Unclaimed Veteran Remains. The Department of Veterans Affairs, in conjunction with the National Cemetery Administration (NCA) is seeking a better understanding of the market capability for the proposed services above. The purpose of this Request for information (RFI) is to obtain information on the capability of vendors) to provide NCA Study on Identification, Collection and Internment of Unclaimed Veteran Remains for the National Cemetery Administration (NCA). This RFI allows potential contractor to submit a non-binding statement of interest and documentation demonstrating their capabilities, and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess available sources capabilities, and solicit feedback for acquisition planning purposes. The National Cemetery Administration (NCA) is requesting responses from qualified business concerns. (Any socio-economic group may respond) Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform a study on matters relating to the interment of unclaimed remains of Veterans otherwise eligible for interment in National Cemeteries. Objectives: Identify (at the federal, state, and local levels) relevant laws and define their impact on VA policy regarding unclaimed Veteran remains. Determine Where are, these remains? Estimate of # of unclaimed Veteran remains What steps are necessary to move these remains, with honor and dignity, to interment in Department of Veterans Affairs National Cemeteries. What is the likely impact on NCA workload and funding for Resolving the current inventory of unclaimed remains Once the inventory is addressed, what is the anticipated annual unclaimed remains workload? Develop recommendations for legislative and/or administrative actions Scope: The contractor shall conduct this study, and provide deliverables that Meet the requirements of the Federal Legislation (H.R. 6416, SEC. 303; Public Law No: 114-315) calling for this study. Provide an executive summary, full final report, supporting documentation, and briefing package to present the key findings to NCA management. This will include an in-person briefing for NCA leadership in a place in the Washington. D.C. metropolitan area. At a minimum, the Contractor should address the following points listed below in their findings. In the final report, the contractor shall address each of the key issues presented, plus discussion of any additional factors identified during the study. The final report shall provide specific and explicit recommendations for action in instances where further action is required. a) The fundamental issues identified in the legislation as passed by Congress. b) The current state of law and policy regarding unclaimed remains, and specifically the unclaimed remains of Veterans. i) What are relevant State and local laws, and their impact on policy? (1) What legal restrictions on the release of remains may hinder claiming and transport of remains? ii) What are the current relevant VA policies and procedures? iii) Do these policies help or hinder these efforts? iv) Are new laws or VA policies, Directives or Handbooks required? (1) Define required VA Directives or Handbooks (2) Identify VA Directives or Handbooks requiring revision (3) What requirements for legislative relief are required? c) Where are the remains? i) What is the average distance to the nearest national cemetery? ii) How shall remains be processed? (1) How shall remains be identified as those of a Veteran? (2) Nationally, approximately how many sets of unclaimed remains exist? (3) Where shall unclaimed remains be interred? (a) Close to home of record? (b) Close to where found? (c) One national cemetery? (d) Several regional locations? (e) Where extreme distances to a national cemetery are involved (for example, Europe, Northern Mariana Island, Guam) where should interment be located? (4) In instances where remains are co-located with those of a next of kin eligible for interment with the Veteran, how shall the remains of the next of kin be handled? (5) Once the backlog is addressed, what is the estimated future annual requirement for interment of unclaimed remains? (6) Approximately how many of these unclaimed remains are ineligible (in accordance with 38 U.S. Code § 2402) for interment in National Cemeteries? (a) What procedures should be used with remains ineligible for interment at a national cemetery? d) How shall remains be handled? i) Are remains ready for interment? (1) Are mortuary or cremation services required? (2) Should the national cemetery system prefer full body or cremains interment? (3) Should VA provide reimbursement for storage of remains that have been identified? (4) What shall be the disposition of personal effects? ii) How (and at what cost or process of reimbursement) should remains be transported for interment? iii) What is the process to reimburse for casket or urn? (1) Should VA provide a standard casket (such as NSN 9930-01-476-3243, or 9930-00-823-9805) or some similar receptacle? iv) Should the headstone, marker, or niche cover include specialized information such as an Emblem of Belief or other standard permissible information? v) Who is eligible to apply for burial flags, Presidential Memorial Certificates or other items generally requested by the next of kin? vi) Without next of kin, who shall be the recipient of the burial flag or other items? e) What is the potential impact on the workload of the National Cemetery Administration, the Department of Veterans Affairs, or others? i) Impact on those conducting verification of eligibility? ii) What additional funding requirements may be incurred? iii) What will be the impact on cemetery workload? iv) What will be the impact on projected cemetery depletion dates/rates? v) What will be the impact on state and/or local governments, non-governmental organizations (to include chartered Veterans Service Organizations) or other groups or agencies involved in this process? Period of Performance: Final deliverables shall be provided within 180 days after work commences. INSTRUCTIONS: NCA is looking for interested and capable businesses. A set-aside will be determined based on the responses received from this RFI. Submit a capability statement, four (4) pages or less (including cover letter) that demonstrates your company s ability to provide Service: NCA Study on Identification, Collection and Internment of Unclaimed Veteran Remains. Demonstrate your experience in performing these services for the past five years to include your contract number and your socioeconomic status. Please provide a copy of your FSS or GSA schedule, if applicable. Responses should include business size, business type, socio-economic status, NAICS, and DUNS number. All interested parties must be registered SAM and Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be verified in VETBIZ. Please submit your responses to the Contracting Officer, Antionette Collins-Somerville at Antionette.Collins-Somerville@va.gov. Responses are due by 4:30 PM EST September 21, 2017. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI or Sources Sought.
