Description
Puppet Software TAC-17-45100 2 JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Contracting Activity: Department of Veterans Affairs Office of Acquisition and Logistics Technology Acquisition Center 260 Industrial Way West Eatontown, NJ 07724 Description of Action: The purposed procurement is for Firm-Fixed-Price (FFP) delivery order to be issued under the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V Governmentwide Acquisition Contract (GWAC) for brand name Puppet Enterprise software licenses and support services. Description of Supplies or Services: The Department of Veterans Affairs (VA), Infrastructure Operations, Enterprise Infrastructure Support, UNIX / Linux Management Service Line has a requirement to procure Puppet Enterprise software licenses and premium support services as an upgrade to its existing implementation of Open Source Puppet software. The UNIX / Linux Management Service Line currently utilize Open Source Puppet to automate server builds and manage configuration and server state management. This effort is to procure 2500 Puppet Enterprise licenses with premium support. The Puppet Enterprise software subscription will enable the UNIX / Linux Management Service Line to scale usage beyond a small percentage of the servers in its infrastructure. The premium support plan will provide 24x7x365 phone and online support, unlimited technical contacts, unlimited support cases per month, and training for up to 4 VA engineers / system administrators. Delivery of the software shall be no later than 30 days from date of award, and the premium support shall be 12 months from acceptance. The total estimated price of the proposed action is $. Statutory Authority: The statutory authority permitting this exception to fair opportunity is Section 41 U.S.C 4106(c)(2) as implemented by Federal Acquisition Regulation (FAR) Section 16.505(b)(2)(i)(B) entitled, Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Rationale Supporting Use of Authority Cited Above: Puppet open source software has been utilized by the UNIX / Linux Management Service Line since 2014 to build the initial phase of infrastructure and processes in support of VA s Configuration Control Project to implement Government requirements for automation, server configuration management, and server state management on Linux and Solaris Operating Systems (OS). Puppet is the only software that has out-of-the-box configurations to automate configuration control across multiple OS without extensive OS-dependent coding to account for differences in each target OS. As part of the initial phase of implementation, VA s staff invested significant time and effort in the development of scripts and modules for controlling system states that are dependent on Puppet s pre-configured code base. This effort is to procure Puppet Enterprise software and support to build on this existing implementation and enable configuration control to all servers within the infrastructure with more frequent analysis cycles. No other software can be implemented to build on the existing implementation of Puppet Open Source software currently supporting the UNIX / Linux Management Service Line. Introducing any other brand software during this phase of the project would have an adverse impact to the Government, requiring extensive hours of training, manual re-engineering of processes, and recoding of modules that have been proven and tested in the production environments. As such, only Puppet Enterprise software and support is capable of satisfying VA s requirements for this effort. Further, no other software developer can access Puppet s proprietary source code, and therefore only Puppet or an authorized reseller can provide the required premium support. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document. In accordance with FAR 5.301 and 16.505(b)(2)(ii)(D) the resulting contract award will be announced on the Federal Business Opportunities Page and this Justification for an Exception to Fair Opportunity will be made publicly available. In addition, this Justification for an Exception to Fair Opportunity will be posted on the NASA SEWP V website with the solicitation. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the market place that would enable future actions to be competed. Market Research: The Government s technical experts conducted market research to ascertain the ability of any other software that is capable of meeting VA s requirements. VA technical experts conducted market research by researching other similar brand name products such as IBM BigFix EndPoint Manager and RedHat Ansible, and examining other tools and technologies in the marketplace. Based on that research, it was determined that Puppet Enterprise is the only solution that contains out-of-the-box configurations to automate system configurations across multiple OS without the need to manually develop code for each OS. In addition, only Puppet Enterprise can be implemented within VA s existing open source implementation without significant investment in training, re-engineering of existing processes and re-coding of existing modules. Further, the market research confirmed that only Puppet or an authorized reseller is capable of providing the premium support services due to the proprietary nature of the Puppet source code.
