Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) September 12, 2017 NOTICE PRESOLICITATION Stryker Bone Saw System and Accessories VA701-17-Q-0232 The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires: Stryker brand bone saw system, accessories, and extended warranty via Procare Plan to ensure that time-sensitive research may continue without equipment-related disruption. This equipment is part of the initial outfitting of the VA Puget Sound Health Care System s (VAPSHCS) Rehabilitation Research and Development Center for Limb Loss and Mobility in Seattle, WA, and will be set up for use in Building 100, Room 1D-133B of the VA Puget Sound-663 until the completion of the B101 Mental Health and Research Building (expected by end of calendar year 2017). The Program Contracting Activity Central (PCAC), National Activations Office (NAO) intends to issue a solicitation to identified authorized SDVOSB Stryker distributors via SDVOSB set-aside. The original equipment manufacturer (OEM), Stryker Instruments, has provided a comprehensive list of their SDVOSB authorized distributors. PCAC intends to contact each of these firms directly with the prepared Solicitation. Distributor/ dealer companies that are unable to provide a verifiable Authorized Dealer Letter will not be considered for award. This procurement is being conducted in accordance with FAR 13.106-1(b)(1), Where a single source is identified to provide a portion of a purchase because that portion of the purchase specifies a particular brand-name item and FAR 19.201(a) It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The NAICS code for this procurement is 339112 and the Small Business Administration Size Standard is 1,000 employees. This notice is not a request for competitive quotes. Stryker power tool accessories are the only accessories known that can be controlled by hand and foot. No solicitation document is available yet and telephone requests will not be accepted. Any responsible source who believes themselves to be capable of meeting all requirements may contact this procurement s Contract Specialist and Contracting Officer. Information submitted may be considered by the agency only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to further compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Estimated Solicitation Issue Date is September 19, 2017. Estimated Solicitation response due date is September 25, 2017.
