This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. This Sources Sought Notice is for Market Research purposes only. The information submitted in response to the Sources Sought Notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought request. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought Notice. No vendor will be provided information on solicitations issued on a Government Point of Entry based on this Sources Sought request. This Sources Sought Notice is relative to the NAICS code 33999. The Small Business size standard for this NAICS code is 500 Employees. Large and Small Businesses are invited to answer this market survey to determine market capabilities. Hurlburt Field, FL is conducting market research to determine the existence of potential sources to provide the Ultrasound Equipment or equal. The potential requirement will consist of the contractor providing brand name or equal to: CLIN QTY DESCRIPTION 0001 1 a. Trauma HAL medium skin tone adult simulator. Rugged and resilient. b. Suitable for being utilized in outdoor/inclement weather conditions without reduced performance including temperatures between: (1) Operating temperature: 50-95 degrees F (10-35 degree C) (2) Humidity: 5%-95% (non-condensing) c. Rugged construction for combat, disaster, trauma care, and Chemical, Biological, Radiological, Nuclear Enhanced (CBRNe) conventional weapons simulation d. Completely wireless and tetherless. All operating system components are housed inside the simulator. e. Rugged shoulder and hip joints for field and evacuation exercises f. Splash proof for CBRNe water spray decontamination g. Can be a full body mannequin similar in size to a medium build male or female and can fit in a NATO litter; cover with blanket without overheating h. Control HAL using rugged wireless tablet PC from up to 900ft away HAL is fully functional on battery power for point-of-injury care and care in motion. i. Bleeding trauma limbs and wound sites for training emergency bleeding control techniques 1.5 liter "On-board" simulated blood supply; blood loss and blood reservoir level shown on tablet PC j. Fully operational on battery power or AC adapter. Internal rechargeable battery provides 10 hrs of continous use. k. Design for fast scenario resets with easy to use fluid refill ports and interchangeable limbs l. Real time CPR quality and performance feedback m. Built in library of programmed scenario included: modify them or create your own n. Blinking eyes with light reactive pupils o. Software controlled fluid secretion at ears, eyes or mouth. p.
