- The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award to Foundations of Success, Inc., 4109 Maryland Avenue, Bethesda, MD 20816, to work with the International Affairs Program USFWS Combating Wildlife Trafficking (CWT) Strategy and Partnerships Branch and CWT partner offices, including Law Enforcement to develop archetypical results chains and standardized measures of success related to commonly identified threats and actions. The objective of this requirement is to allow the CWT Strategy & Partnerships Branch to effectively monitor the progress of its programs and assess the impact of activities, both of which must be reported to the Service, the Department of the Interior and Congress. In addition, the reported metrics provide value feedback on the direction of Branch and the Service ¿s activities and priorities, as well as successes and failures, which allow for ongoing adaptive management of Branch human and financial resources as needed. This is a follow-on to a previous requirement. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
