- National Aeronautics and Space Administration NASA Shared Services Center Stennis Space Center, MS 39529-6000 9/12/2017 SUBJECT: Request for Quotation (RFQ) 80NSSC17Q429, High Strain Testing This solicitation includes the following sections: 1. Statement of Work/Bid Schedule - Section 1 2. Instructions to Offerors - Section 2 3. Solicitation Provisions/Representations and Certifications - Section 3 4. Clauses/Terms and Conditions - Section 4 5. Quote Evaluation Criteria - Section 5 SECTION 1 STATEMENT OF WORK/BID SCHEDULE This a Brand Name or Equal To requirement. High Strain Testing Requirements 1. NASA will provide up to 10 sheets of carbon nanotubes measuring 2" x 2". 2. The service provider shall design explosive driven plate impact tests with velocities in the range of 1-2 km/s to generate pressures of 20 to 100 GPa in a non-oxidizing environment. 3. The service provider shall design methods of handling and encapsulating the test samples to prevent the ingress of oxygen during the test. 4. The tests shall be set up to collect data and temperature via Manganin gauges or similar methods to yield the Hugoniot Elastic Limit (HEL). 5. The service provider shall record and provide high speed camera footage of at least 3 of the tests 6. The deliverables shall include: a. Testing of up to 10 samples. b. A written report detailing the experimental design/method used. c. Pressure and temperature data collected for each experiment conducted. d. High speed footage from the testing e. Return of the impacted samples for post-analyses to be conducted by NASA, properly labeled to match the information provided in the written report. 7. The tests shall be completed within 3 months of receipt of samples from NASA. SECTION 2 INSTRUCTION TO OFFERORS ☒52.212-1 Instructions to Offerors - Commercial Items (Jan 2017) Addendum to 52.212-1 Quotes for the item(s) described in the RFQ are due by 9/15/2017 by 3 p.m. CT to Kimberly Thomas at Kimberly.d.thomas@nasa.gov in order to be considered for award. If it is in the best interest of the Government, quotes submitted after the due date may be accepted. Quotes shall remain valid for 30 days unless otherwise expressly stated on the quote. Submitted Quotes shall list two points of contacts including name, phone number, and email address. All contractual and technical questions must be in writing (e-mail) to Kimberly Thomas at Kimberly.d.thomas@nasa.gov no later than 9/14/2017 by 3 p.m. CT. Telephone questions shall not be accepted. The NAICS Code for this procurement is 541380. This procurement is set aside for small business. Offeror's shall be registered at www.sam.gov and have the NAICS code listed above in order to be considered for award. Submitted offers shall be F.O.B Destination for this procurement. Offers submitted on a basis other than F.O.B, Destination will be rejected as nonresponsive.
