Description
The U.S. Department of Commerce, NOAA/ARL/ATDD, plans to solicit and negotiate on a brand name basis, in accordance with FAR 6.302-1 (C), to procure a new network NetApp storage server to work with an existing and reliable network attached storage server system - NetApp FAS2240-4. The new NetApp storage server must be fully compliant with the existing NetApp FAS2240-4 so that they can back up each other to provide better availability as a whole. TECHNICAL SPECIFICATIONS: Our NetApp storage server requirements are as follows - 1.Rack-mount Network Attached Storage (NAS) with necessary rack mount kit 2.The control unit (controller)'s processor supports Hyperthreading 3.The control unit (controller) supports 2 x 10GbE ports and 4 x 1GbE ports 4.Redundant Power and cooling 5.Supports CIFS, iSCSI, NFS protocols 6.Raw space - 192TB (maximum raw space >=768TB) 7.Supports SSD, SAS, and SATA disks 8.Supports SNIA-approved RAID-6 (Dual Parity RAID) protection (The vendor should provide RAID-6 performance or benchmark test data.) 9.Supports storage system capacity expansion on-the-fly, volume size expansion or reduction on-the-fly without reboot or suspension of processing 10.Supports data protection through use of nonvolatile RAM or equivalent, and data integrity using block-level checksum capability 11.The storage system must provide recovery capability for administrators to be able to restore any snapshot available without copying of snapshot data. Regardless of volume size, full restoration from a snapshot must be able to be achieved in seconds (versus hours). 12.The storage system must support replication and transfer data at the block level. 13.The system software must be IPv6 certified. 14.Four-year NBD Onsite warranty and maintenance support services DELIVERABLE SCHEDULE: *Inside Delivery Required* NOAA/ARL R/ARL - NCWCP - Room 4213 5830 University Research Court College Park, MD 20740 Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by September 18, 2017 will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of ability to provide the required service. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A contract will be issued in accordance with the simplified acquisition procedures authorized in FAR Part 13. This solicitation is a small business set aside. The associated FSC for this is 7022, and the associated NAICS Code is 334111. This action is a Total Small Business Set-Aside. Please confirm your SAM account accurately reflects your business size. Offers will be evaluated based on price, proven technical capabilities, and the factors set forth above. An award will be made to the entity who can meet the specific requirements and is most advantageous to the Government considering price and other related factors on an all or none basis. This will be a firm fixed-price purchase order, with payment terms of Net 30. No other additional contractual terms and conditions are applicable. In order to comply with the Debt Collection Improvement Act of 1996, ALL Vendors must be registered in the System for Award Management (SAM.gov) All proposals are required to be received in the contracting office no later than 5:00 pm, EST, on Monday, September 18, 2017. Questions pertaining to this special notice must be submitted in writing to Barbara Shifflett, Contracting Officer. The following provisions are applicable for this action: 52.204-7 System for Award Management. As prescribed in 4.1105(a)(1), use the following provision: SYSTEM FOR AWARD MANAGEMENT (JUL 2013) (a) Definitions. As used in this provision- "Data Universal Numbering System (DUNS) number" means the 9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities. "Data Universal Numbering System +4 (DUNS+4) number" means the DUNS number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.) This 4-character suffix may be assigned at the discretion of the business concern to establish additional System for Award Management records for identifying alternative Electronic Funds Transfer (EFT) accounts (see the FAR at subpart 32.11) for the same concern. "Registered in the System for Award Management (SAM) database" means that- (1) The offeror has entered all mandatory information, including the DUNS number or the DUNS+4 number, the Contractor and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14) into the SAM database; (2) The offeror has completed the Core, Assertions, and Representations and Certifications, and Points of Contact sections of the registration in the SAM database; (3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and (4) The Government has marked the record "Active". (b)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. (2) The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "DUNS" or "DUNS +4" followed by the DUNS or DUNS +4 number that identifies the offeror's name and address exactly as stated in the offer. The DUNS number will be used by the Contracting Officer to verify that the offeror is registered in the SAM database. Hoover Building, 14th Street and Constitution Avenue, NW., Washington, DC 20230. FAX: (202) 482-5858. (End of provision) NOAA ACQUISITION AND GRANTS OFFICE OMBUDSMAN (OCT 2016) a. The NOAA Acquisition and Grants Office (AGO) Ombudsman is available to organizations to promote responsible and meaningful exchanges of information. Generally, the purpose of these exchanges will be to: 1.Allow contractors to better prepare for and propose on business opportunities. 2.Advise as to technologies and solutions within the marketplace that the Government may not be aware of, or is not fully benefiting from. 3.Identify constraints in transparency and process. b. The AGO Ombudsman will objectively, reasonably, and responsibly collaborate with parties and recommend fair, impartial, and constructive solutions to the matters presented to him/her. Further, the AGO Ombudsman will maintain the reasonable and responsible confidentiality of the source of a concern, when such a request has been formally made by an authorized officer of an organization seeking to do business with, or already doing business with NOAA. c. Before consulting with the AGO Ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations with the respective contracting officer for resolution. However, direct access to the AGO Ombudsman may be sought when an interested party questions the objectivity or equity of a contracting officer's decision, or when there is a bona fide reason to believe that reasonable, responsible, and objective consideration will not be received from an assigned contracting officer. d. There are several constraints to the scope of the AGO Ombudsman's authority, for instance: 1.Consulting with the AGO Ombudsman does not alter or postpone the timelines of any formal process (e.g., protests, claims, debriefings, employee employer actions, activities involving A-176 competition performance decisions, judicial or congressional hearings, or proposal, amendment, modification or deliverable due dates, etc.). 2.The AGO Ombudsman cannot participate in the evaluation of proposals, source selection processes, or the adjudication of protests or formal contract disputes. 3.The AGO Ombudsman is not authorized to generate or alter laws, judicial decisions, rules, policies, or formal guidance. 4.The AGO Ombudsman is not authorized to develop or alter opportunity announcements, solicitations, contracts, or their terms or conditions. 5.The AGO Ombudsman cannot overrule the authorized decisions or determinations of the contracting officer. 6.The AGO Ombudsman has no authority to render a decision that binds AGO, NOAA, the Department of Commerce, or the U.S. Government. 7.The AGO Ombudsman is not NOAA's agent relative to the service of magistrate or judicial process and cannot be used to extend service of process to another party (whether federal, public, or a private entity). e. After review and analysis of a filed concern or recommendation, the AGO Ombudsman may refer the interested party to another more suitable federal official for consideration. Moreover, concerns, disagreements, and/or recommendations that cannot be resolved by the AGO Ombudsman will need to be pursued through more formal venues. f. The AGO Ombudsman is not to be contacted to request copies of forms and/or documents under the purview of a contracting officer. Such documents include Requests for Information, solicitations, amendments, contracts, modifications, or conference materials. g.
