- Pre-Solicitation Notice SPE600-17-R-0534 Under this FBO notice, the solicitation is numbered SPE600-17-R-0534. The Defense Logistics Agency (DLA)-Energy FESBC will be issuing a Request for Proposal (RFP/Solicitation) for Contractor Owned- Contractor Operated (COCO) fuel storage services within a 10-mile radius of Boston, Massachusetts. The required services include: 1) the receipt of U.S. Government owned product (Turbine Fuel Aviation, Grade JP-5) via ocean going tanker/barges; 2) the storage and quality maintenance of the product; and 3) the shipment of product to DoD sponsored customers via tank trucks. Approximately 65,611 barrels (bbls) of Turbine Fuel Aviation, Grade JP-5 storage is required. A dedicated system (as defined in the latest version of MIL-STD-3004) with a minimum of two tanks interconnected and isolated from other fuel systems and products handled within the facility (tank farm) is required. All storage must be available upon award at a single port. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $27.5 million dollars. The Government anticipates to award a firm fixed-price contract with a base period of performance of April 01, 2018 through March 31, 2022 and one five year option from April 01, 2022 through March 31, 2027. The solicitation will be issued on or about September 15, 2017 and the Request for Proposal (RFP) closing date will be on or about October 31, 2017. The solicitation will be published electronically on the Federal Business Opportunities website at www.fbo.gov. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Wide Area Workflow (WAWF). A Sources Sought Notice was previously issued for this requirement under SPE600-17-R-5X16. This is not an RFP, a promise to issue an RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
