12 September 2017 Jaimie K. Zurek (CT) US Army Corps of Engineers 1616 Capitol Ave Omaha, NE 68102 Service Code U099 Subject- Notice of Intent to Sole Source in Accordance with Federal Acquisition Regulation (FAR) 6.302-5(b)(6) "Sole source awards under the Veterans Benefits Act of 2003 (15 U.S.C. 657f)". Solicitation Number- W9128F17Q0102 Closing response date 27 September 2017 This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 -Synopses of Proposed Contract Actions. US Army Corps of Engineers - Omaha District intends to issue a Firm-Fixed Price contract to BlankSafe, LLC. located at 114 5th St.; San Juan Bautista, CA 95045. Description of work- This is a non-personal services contract to demonstrate a device that would replace the standard Blank Fire Adapter (BFA), but that includes an extender - a disrupter - down the barrel. The disrupter prevents a live round from being chambered during blank-fire training, but allows the weapon to fire as intended using blank rounds. In addition to protecting soldiers from an accidental firing of a live round, use of the device provides more realistic training. The contractor shall provide all personnel, equipment (100 devices as described above), supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to demonstrate installation and operation of the device. Duration of the contract (with options) is estimated to be 5 months. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 611699, "All Other Miscellaneous Schools and Instruction." The size standard as defined by the U.S. Small Business Administration is $11,000,000. All responsible sources may submit a capability statement. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Responses and questions shall be submitted to Jaimie.K.Zurek@usace.army.mil. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
