- The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Edgewood Division intends to issue a firm-fixed price award on a sole source basis in accordance with FAR 13.106(b)(1) for the purchase of the Siloed software development service in support of the Edgewood Chemical Biological Center (ECBC). The Siloed software development service known as HEART (Health-status Evaluation via Analytics in Real-Time) is solely manufactured and distributed by Sentel Corporation, 2800 Eisenhower Ave., STE 300, Alexandria, VA, 22314-5209. The Government intends to procure HEART, Sentel's Siloed software development services for a period of performance of 180 days. The Sentel HEART application's capabilities are: (a) The ability to acquire real time physiological data from a Zypher Bioharness. (b) Real time monitoring of physiological data to include blood pressure, heart rate, and heat strain. (c) A web dashboard with the ability to embed the capability into an Ozone Widget (d) Interoperability with the Integrated Sensor Architecture (ISA) from CERDEC Night Vision Labs (e) A databasing capability to store all measured data (f) A plugin architecture allowing the addition of real time analytical algorithms based upon available data (g) An upload/export feature allowing data to pulled from the system and sent to external applications such as the Biosurveillance Ecosystem. At this time, it is the Government's understanding that no other contractor is capable of meeting this requirement and there are no other authorized vendors of the HEART Siloed software development service. This notice of intent is not a request for competitive quotations; however, all responses received within three (3) business days of issuance of this notice will be reviewed accordingly by the Government. Any quotation/response shall be emailed to Ms. Kelly Paul, Contracting Officer at kelly.n.paul.civ@mail.mil by 3:00 EDT on September 14, 2017. Telephone inquiries will not be accepted.
