Page 1 of 2 * THIS IS A PRE-SOLICITATION NOTICE * The VA Pacific Islands Health Care Systems (VAPIHCS) shall be soliciting offers under solicitation number VA261-17-Q-1084. This acquisition shall be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification code (NAICS) is 561612 Security Guards and Patrol Services, and the Small Business Size Standard is $20.5 million. This Pre-solicitation and subsequent solicitation coordinates with the Sources Sought Notice VA261-17-N-0218 however the Performance Work Statement (PWS) has been revised. The requirement is for a contractor to provide all necessary supervision, labor, materials, supplies, tools, equipment, staffing, uniforms and appropriate license to provide unarmed security guard (Guard II) services (approximately 7,500 square feet) at American Samoa CBOC located at: 498 Chalan Palayso, Agana Heights, American Samoa 96910 Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-disabled Veteran-owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals and prior to any award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors will be used to evaluate offers: (1) Technical Qualifications; (2) Past Performance, and (3) Price. Electronic solicitations will be available for download from http://www.fbo.gov on or about Sept 15, 2017. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Offers shall be due at 4:00 P.M. EST not later than September 22, 2017. All questions and offers must be submitted directly to the Contract Specialist via email to Dana.Brazell@va.gov. No questions or offers will be accepted if submitted through the eCMS or FBO Vendor Portal. Questions and Answers (Q&A) RFIs: Potential offerors are urged to submit any questions or request for information, for clarification of the requirement. Questions must be submitted (via email to the Contract Specialist: Dana.Brazell@va.gov) not later than Monday, 18 Sept 2017 4:00 p.m. EST after that date and time, no questions shall be answered unless it is in the best interest of the government to do so. There is currently a contractor performing Security Guard Services at the American Samoa CBOC however the Performance Work Statement has been modified for this requirement therefore this requirement is being treated as new due to scope changes. Additionally, the successful Contractor shall comply with FAR Subpart 22.12 Nondisplacement of Qualified Workers Under Service Contracts. This subpart prescribes policies and procedures for implementing Executive Order 13495 of January 30, 2009, Nondisplacement of Qualified Workers Under Service Contracts, and related Secretary of Labor regulations and instructions (29 CFR part 9). Basically, when a service contract succeeds a contract for performance of the same or similar services, as defined at 29 CFR 9.2, at the same location, the successor contractor and its subcontractors are required to offer those service employees that are employed under the predecessor contract, and whose employment will be terminated as a result of the award of the successor contract, a right of first refusal of employment under the contract in positions for which they are qualified. ************************** END OF PRE-SOLICITATION NOTICE ***********************
