Description
Notice of Intent This notice of intent to sole source synopsis (special notice) is posted on FBO to notify the public of the Government's intent to make a sole source award for the Federal Energy Regulatory Commission (FERC). FERC's Office of Energy Policy and Innovation (OEPI) uses PowerWorld Simulator to simulate and analyze the North American electric markets. FERC currently maintains a site license for PowerWorld Simulator, and OEPI is requesting an upgrade of the existing single-user-licenses of SCOPF and SimAuto to site licenses. OEPI is also requesting the acquisition of a site license for an additional module (OPF Reserves). This sole source award is for the renewal of PowerWorld Simulator OPF ATC Site license maintenance and Simulator SCOPF SimAuto single use add- This award is IAW FAR 12 & FAR 13.106-1(b)(1)(i). PowerWorld is the sole provider of this product and this is an add-on module to a proprietary product. Other vendors do not have access to the source code and could not reasonably create such modules. Any deviation from the specifications is unacceptable to the Government. Sole source documents are attached to special notice. These factors make them uniquely qualified to provide the services set forth in the SOW. The period of performance for this award will be from 9/20/2017 for a period of one year. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet FERC's needs. Detailed capabilities must be submitted to Shawn Hedgspeth at email address shawn.hedgspeth@FERC.gov by August 23, 2017. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 10 days from the publication of this synopsis, a contract will be issued to PowerWorld Corporation without further notice.
