Notice of Intent 4583470 - Nutritional Survey Data Analysis Services for the HANDLS Study PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE Solicitation: HHS-NIH-NIDA-SSSA-NOI-17-437 Title: Nutritional Survey Data Analysis Services for the HANDLS Study INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute on Aging (NIA) intends to negotiate and award a contract for the Nutritional Survey Data Analysis Services for the HANDLS Study with Dr. MarieT. Fanelli Kuczmarski of the University of Delaware, Department of Health, Nutrition and Exercise Sciences, 26 North College Avenue, 010 Carpenter Sports Building, Newark, Delaware, 19716. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541990 - All other Professinal, Scientific, and Technical Services with a Size Standard of $15.0 Million. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 05-95, January 19, 2017. STATUTORY AUTHORITY This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1 - Only one response source and no other supplies or services will satisfy agency requirements. DESCRIPTION OF REQUIREMENT Project Description The primary scientific question addressed by the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) study is to determine if factors attributed to race, ethnicity or economic stability are contributing elements in the cause of health disparities among such diverse populations. This study requires a detailed knowledge of the public health characteristics of this region and the ways In which racial and socioeconomic data must be collected to assess their influence on a variety of health outcomes such as cardiovascular and cerebrovascular functioning, psychophysiological and cognitive performance, and muscular strength and conditioning. Nutritional status influences an individual's risk for the development of chronic conditions, thereby affecting a person's ability to live a healthy and productive life. This project will allow us to collect, code and analyze nutritional data for the study. Of primary concern to this project is determining to what level nutrition plays in the epidemiological make-up of a diverse population when viewed in a longitudinal manner. Specific techniques will be used to investigate the effects of nutrition and diet on a population including nutritional monitoring and dietary recall which requires expertise in the field of minority nutrition, aging nutrition, and nutritional monitoring. Also critical is experience in appropriately coding foods that are not in standard dietary codebooks. This is especially important in the present study because HANDLS participants consume ethnic varieties of foods or combinations of foods that do not appear in the USDA database. In addition, the incumbent will use techniques designed to collect information on supplements (e.g., vitamins and minerals) that are unavailable in the standard USDA methods for dietary recall. This is important because standard methods may erroneously underestimate participants' nutritional status. It is of paramount importance to maintain consistency over repeated assessments of nutritional intake so that data collected previously are comparable with data collected in the future. If data are collected by an alternative method then they will be useless for examining longitudinal trends; only data collected using the same method and scored using the same technique will allow HANDLS to compute trajectories of change in nutritional intake. Purpose and Objectives The purpose of this requirement is to procure data analysis services to analyze and determine how nutrition plays in the epidemiological make-up of a diverse population when viewed in a longitudinal manner. Delivery Schedule September 29, 2017 - September 28, 2017 CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. General Requirements: The contractor shall provide staff with demonstrated expertise in collecting and coding nutritional data for longitudinal studies with diverse populations and shall provide the following services: 1.Maintain and update HANDLS dietary recall interview schedule; 2.Complete up to 25 dietary recall telephone interviews with HANDLS participants each week using the Automated Multiple Pass Method developed by USDA; 3.Score and enter data collected from each dietary recall interview; 4.Process all dietary recall interviews utilizing the USDA Post Interview Processing System for extraction of AMPM Blaise databases; 5.Conduct the nutritional supplement questionnaire for every HANDLS participant; 6.Review and edit the nutritional supplement questionnaire; 7.Code all the nutritional supplement data obtained from the supplement questionnaire; 8.Maintain the nutritional supplement database and conduct field research to obtain and verify ingredients for all supplements reported; 9.Conduct literature reviews of the nutritional literature to support research publications based on HANDLS study dietary and supplement data; 10.Assist with quality control reviews of dietary intakes and data edits. The work will be completed at the Contractor's facilities using government-supplied computers. Although the government will own the data, the contractor will be encouraged to participate and collaborate in analyses that involve the data collected as part of this project. See attached Statement of Work (SOW) for further information. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
