- Department of Veterans Affairs Veterans Health Administration Notice Seeking Air Freshener and Janitorial Services The Veterans Health Administration (VHA) is seeking a vendor to provide the following products and/or services below. Please see the General Requirements section below for the requested products/services and descriptions. 1. GENERAL: This is a non-personnel services contract to provide Air Fresh Services throughout the facility and Sanitary Waste Disposal Services for all Women s Restrooms. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: A. Air Fresh Services will provide all materials, labor, equipment; tools, supervision and incidentals to wall surface mount the air fresh dispensers. Service frequency is based upon a pre-scheduled service cycle every 4 weeks to replace fragrances and maintain the units to ensure optimum performance. This Air Fresh Service should provide 24/7 odor control and meet the following Green Initiatives: Fragrances are eco-friendly low Volatile Organic Compounds (VOC) fragrances. Air Freshener is made with ingredients listed as safer chemicals with the (EPA) Environmental Protection Agency's, (DfE) Design for the Environment Program. Air Freshener is eco-friendly, fragrance has No VOC. The Air Fresh unit is a wall surface mounted product that offers fragrance or odor neutralizing options. B. Sanitary Waste Disposal Service will provide all materials, labor, equipment, tools, supervision and incidentals to install, service and maintain the Sanitary Waste Disposal units in the women's restrooms. Service frequency is scheduled for a 26V which is an every other week pickup throughout the calendar year. Services, at any time, can be further customized to the needs of the facility and is based upon varying traffic levels of use and seasonality. This feminine hygiene service also addresses green initiatives by protecting natural resources, as well as safe guarding human health by providing the following: A safe method of disposal without the exposure to potentially infectious blood borne pathogens such as Hepatitis B & C in sanitary waste products. Touch free operation protects the user by reducing the risk of cross contamination when using the unit. The unit should contain a sanitary waste neutralizer that eliminates bacteria and odor at source. C. Sanitary Vending Service will provide all materials, labor, equipment, tools, supervision and incidentals to install, service and maintain the Sanitary Vending Service units in the women s restrooms. Service frequency is scheduled for a 26V which is an every other week service throughout the calendar year. Services, at any time, can be further customized to the needs of the facility and is based upon varying traffic levels of use and seasonality. D. Urinal Screen Service will provide all materials, labor, equipment, tools, supervision and incidentals to install, service and maintain the Urinal Screen Service in the men s restrooms. Service frequency is scheduled for a 26V which is an every other week service throughout the calendar year. Services, at any time, can be further customized to the needs of the facility and is based upon varying traffic levels of use and seasonality. 1.2 Background: This service contract will be Destruction of Medical Wastes located throughout the entire facility at the Edith Nourse Rogers Memorial VA Hospital 200 Springs Road, Bedford MA, 01730 and Outpatient Clinics located in Lynn, Gloucester and Haverhill, MA. This service is per VA Directive 0064, & VA Handbook 0062. 1.3 WORK INCLUDES: Service frequency for all services except the air freshener service is scheduled for a 26V which is an every other week pickup throughout the calendar year. The air freshener service is for every 4 weeks. Services, at any time, can be further customized to the needs of the facility and is based upon varying traffic levels of use and seasonality. 1.4 LOCATION OF SERVICES: Air Fresh Services o Building 1 (4) units o Building 2 (23) units o Building 4 (8) units o Building 9 (8) units o Building 10 (4) units o Building 82 (3) units o Building 80 (8) units o Building 78A (2) units o Building 78 (29) units Hands-Free Sanitary Disposal Services o Building 1 (4) units o Building 2 (21) units o Building 4 (10) units o Building 9 (10) units o Building 10 (3) units o Building 82 (3) units o Building 80 (7) units o Building 78A (2) units o Building 78 (31) units Sanitary Vending Services o Building 1 (2) units o Building 4 (3) units o Building 9 (3) units o Building 82 (1) units o Building 80 (2) units o Building 78A (1) units o Building 78 (5) units Urinal Screen Services o Building 1 (2) units o Building 2 (8) units o Building 4 (4) units o Building 9 (4) units o Building 80 (4) units o Building 78A (2) units o Building 78 (10) units 1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years as indicated in the Schedule. The content of any responses to this notice may be reflected in any subsequent solicitation, except for content marked or designated as business confidential or proprietary which will be fully protected from release outside the government.
